Objectives

The primary objective of this tender is to appoint a qualified Safety Agent (Construction Health and Safety Agent - CHSA) to oversee safety management during stages 5 and 6 of the expansion and construction of the Engineering Operation Centre (EOC) at Klerefontein Farm, Carnarvon, Northern Cape. The Safety Agent will act as a Client Agent, ensuring compliance with occupational health and safety regulations, supporting construction activities, and facilitating project close-out within a timeframe of approximately 3-5 months.

Scope

The scope involves providing Construction Health and Safety Agent services for the expansion of the EOC, including:

• Stage 5 and 6 of the construction project, including the establishment of safety protocols and compliance monitoring.
• On-site safety supervision throughout the duration of the project (estimated 3-5 months).
• Supporting other safety-related services as needed across SARAO projects.
• Ensuring adherence to Occupational Health and Safety Act and Construction Regulations.
• Coordination of safety documentation, inspections, and statutory compliance.

Technical Requirements

The Safety Agent must:

• Be a registered Construction Health and Safety Agent with SACPCMP (active registration).
• Have experience with construction projects valued at over R50 million.
• Demonstrate the ability to perform safety management on large-scale construction sites.
• Maintain professional indemnity insurance appropriate to the project’s scale and risk profile.
• Ensure continuous presence on-site during stages 5 and 6.
• Provide timely safety reports, inspections, and compliance documentation.
• Coordinate with SARAO and other project stakeholders to ensure safety standards are met.

Skills Requirements

The successful bidder must possess:

• Active SACPCMP registration as a Construction Health and Safety Agent.
• Proven experience in managing health and safety on construction projects exceeding R50 million in value.
• Strong knowledge of Occupational Health and Safety Act and Construction Regulations.
• Excellent on-site supervision and communication skills.
• Ability to prepare and review safety documentation, reports, and compliance records.
• Responsibility and professionalism to act as a Client Agent, ensuring statutory and project-specific safety standards.
