Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the comprehensive management of hazardous waste and healthcare risk waste (HCRW) at the SARAO Klerefontein site. The provider will handle the collection, transportation, treatment, and disposal of various waste streams in compliance with South African legislation, ensuring environmental safety and regulatory adherence over a period of three years.

Scope

The scope includes:

• Collection, transportation, treatment, and disposal of hazardous waste, including healthcare risk waste, at the Klerefontein site in Carnarvon, Northern Cape.
• Adherence to a quarterly collection schedule, with provisions for ad hoc and emergency collections as required.
• Management of specific waste types such as contaminated solid waste, used oils, chemicals, hydrocarbons, spill kit materials, infectious waste, sharps, pharmaceutical waste, pathological waste, and mixed healthcare waste.
• Provision of full traceability through manifests, disposal certificates, and reporting documentation.
• Compliance with all relevant South African legislation and standards.

Technical Requirements

The technical requirements for the service provider include:

• Possession of valid permits, licenses, and registrations for hazardous and healthcare risk waste handling, transportation, and disposal.
• Demonstrated experience with at least three (3) relevant projects in hazardous waste management within the last five years.
• Qualified personnel with relevant training and certifications in hazardous and medical waste handling, including sharps and infectious waste.
• Development and implementation of a comprehensive Health, Safety, and Environmental (HSE) plan, including risk assessments, method statements, PPE requirements, and emergency procedures.
• Availability of adequate fleet, equipment, and resources to manage the estimated waste volumes and ensure compliance with transportation and disposal standards.
• Provision of documentation such as waste manifests, disposal certificates, and proof of licensed disposal facilities for each collection.
• Full compliance with legislation such as the National Environmental Management Act, Waste Act, Occupational Health and Safety Act, and related regulations.

Skills Requirements

The successful bidder must demonstrate:

• Legal and regulatory compliance expertise in hazardous and healthcare risk waste management.
• Relevant experience in hazardous waste and HCRW project management, with evidence of successful project execution.
• Qualified and trained personnel responsible for waste handling, transportation, and disposal activities.
• Ability to develop and maintain comprehensive safety and operational procedures, including emergency response plans.
• Capacity to provide accurate reporting, documentation, and traceability for all waste management activities.
• Operational capacity with suitable fleet and equipment to handle the waste volumes estimated at the site.
