Objectives

The primary objective of this tender is to appoint a suitably qualified and independent marine advisory services company to support SANPC's petroleum trading, storage, and logistics activities. The appointed company will facilitate the safe, efficient, and compliant movement of crude oil and petroleum products through South African ports, regional ports within SADC, and other international jurisdictions as required.

Scope

The scope of work includes providing comprehensive marine support services on an as-and-when-required basis, such as vessel nominations, port operations, cargo movements, regulatory compliance, emergency response, and vessel coordination. The services cover all major South African ports and may extend to regional and international ports where necessary. The appointed service provider will act as SANPC's representative to ensure marine operations are conducted safely, efficiently, and in accordance with applicable laws and standards.

Specific services include:

• Supporting vessel arrivals and departures
• Ensuring regulatory compliance
• Providing operational reports
• Supporting emergency response activities
• Maintaining operational capability within South African ports and supporting regional/international activities

Technical Requirements

The service provider must demonstrate:

• Minimum of 10 years' experience providing marine services to the petroleum, oil, gas, petrochemical, energy, or liquid bulk sectors
• Operational capability in at least four major South African ports
• Ability to support activities outside South Africa, including global maritime partnerships
• Compliance with all applicable maritime, port, and regulatory standards such as SOLAS and MARPOL
• Provision of timely and accurate reports on vessel activities

Mandatory pre-qualification criteria include:

• Minimum of 10 years' experience in marine services for relevant sectors
• Availability of key personnel with at least 10 years' experience in marine operations or shipping, 7 years in petroleum cargo operations, and 5 years in vessel scheduling or marine logistics

Skills Requirements

The successful bidder must possess:

• Extensive experience in marine operations related to petroleum and liquid bulk cargoes
• Qualified personnel with relevant industry experience and certifications
• Strong knowledge of South African port operations and international maritime regulations
• Capability to coordinate vessel movements efficiently and safely
• Ability to provide comprehensive reports and emergency response support
• Proven regional and international maritime support capabilities
