Objectives

The primary objective of this tender is to appoint a service provider comprising consulting engineers capable of providing a detailed cost estimate with 10% accuracy for the refurbishment, repurposing, and commissioning of four crude oil tanks at Milnerton Tank Farm. The work includes assessing existing tanks and associated infrastructure to facilitate their conversion for refined product storage, pipelines, and auxiliaries such as instrumentation and firefighting systems.

Scope

The scope of work encompasses:

• Inspection and assessment of the four identified tanks (Tanks 03, 12, 13, and 39) for structural integrity and suitability for refurbishment.
• Preparation of a comprehensive cost estimate with 10% accuracy covering:
• Tank floor, roof, and nozzle conditions
• Structural repairs and civil works
• Installation or upgrade of firefighting systems
• Instrumentation and pipeline tie-ins
• Civil repairs and site modifications
• Contingency costs based on current market rates
• Identification of key cost drivers and findings from inspections.
• Provision of technical and financial feasibility reports for refurbishment or conversion options.

Technical Requirements

The technical requirements include:

• Conducting API 653 inspections and structural assessments of the tanks.
• Developing detailed engineering designs and specifications for refurbishment or repurposing.
• Preparing accurate cost estimates aligned with South African market rates and standards.
• Ensuring compliance with relevant safety, environmental, and engineering standards.
• Providing a methodology and work plan demonstrating technical competence, including project timelines and deliverables.
• Engaging qualified professionals with valid registration certificates from recognized engineering bodies (ECSA, SACQSP, etc.).

Skills Requirements

The successful bidder must demonstrate:

• At least 10 years of relevant experience in oil and gas infrastructure projects, including tank refurbishment and conversion.
• Proven track record of similar projects with contactable references.
• Qualified professionals including registered engineers, technologists, and cost engineers with valid registration certificates.
• Expertise in API 653 tank inspections, structural analysis, and cost estimation.
• Strong project management skills, including the ability to develop detailed methodologies, work plans, and schedules.
• Knowledge of South African market rates, safety standards, and environmental regulations.
• Capability to provide comprehensive technical reports, cost breakdowns, and risk assessments.
