Objectives

The primary objective of this tender is to appoint a service provider comprising consulting engineers capable of providing a detailed cost estimate with 10% accuracy for the refurbishment, repurposing, and commissioning of four crude oil tanks at Milnerton Tank Farm. The project aims to facilitate the tanks' conversion for refined product storage, pipelines, and auxiliaries, thereby enhancing SANPC’s operational flexibility and fuel security.

Scope

The scope of work includes:

• Assessment and refurbishment of four specific tanks (Tanks 03, 12, 13, and 39), including floor, roof, and nozzle conditions.
• Design and implementation of pipelines, firefighting systems, instrumentation, and civil repairs.
• Provision of contingency costs based on current South African market rates.
• Preparation of a comprehensive cost estimate with 10% accuracy, including findings, key cost drivers, and differences from previous assessments.
• Deliverables include detailed methodology, work plan, and technical planning aligned with FEL 03 and FIDIC standards.

Technical Requirements

The technical requirements encompass:

• Structural assessment and refurbishment planning for tanks, pipelines, firefighting, and instrumentation systems.
• Compliance with API 653 inspection standards and other relevant engineering codes.
• Development of a detailed cost estimate with supporting documentation, methodology, and work plan.
• Experience in similar projects involving crude oil and refined product tanks, pipelines, and auxiliary systems.
• Provision of professional registration certificates for engineers, technologists, and cost engineers/quantity surveyors involved.
• Adherence to quality assurance, governance principles, and project timelines (completion within 8-12 weeks).

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in consulting engineering projects related to oil storage tanks, pipelines, and auxiliary systems.
• Qualified professionals with valid registration certificates from recognized bodies such as ECSA and SACQSP.
• Key personnel with a minimum of 8-10 years’ experience in oil and gas infrastructure projects.
• Capability to develop detailed methodologies, work plans, and cost estimates aligned with industry standards.
• Strong project management skills, including scheduling, QA/QC, and technical planning.
• Ability to provide references and demonstrate successful completion of comparable projects.
