Objectives

The primary objective of this tender is to procure calibration services for the Prolaser 3 Speed Machine to ensure accurate speed measurement and traffic enforcement. The calibration aims to maintain measurement reliability, compliance with traffic legislation, and proper prosecution procedures related to speed and traffic light violations.

Scope

The scope encompasses:

• Calibration of the Prolaser 3 Speed Machine, including verification and certification at specified intervals.
• Provision of calibration certificates confirming compliance with relevant standards (e.g., SANS 1795).
• Adherence to guidelines for speed measurement and traffic light violation enforcement using radar, laser, and distance-over-time equipment.
• Ensuring calibration and operational procedures are aligned with legal and technical requirements for prosecution purposes.

Technical Requirements

The technical specifications include:

• Calibration must be performed at least once every six months for speed measurement equipment and annually for validation by a Professional Land Surveyor or accredited laboratory.
• Calibration certificates must verify compliance with SANS 1795 standards.
• Speed measurement devices must be set up and operated according to manufacturer specifications, including site selection, device setup, and operational procedures.
• Laser and radar equipment must be correctly aligned, verified before and after use, and used within specified parameters (e.g., distance, angle, stabilization).
• Equipment modifications, if any, must be verified and documented with certificates.
• Use of approved site selection criteria, including distance and visibility considerations, for speed enforcement.
• Proper recording and recording device requirements for speed and traffic light violations, including image capture and data integrity.

Skills Requirements

The bidder must demonstrate:

• Technical expertise in calibration and maintenance of speed measurement equipment, including radar, laser, and distance-over-time devices.
• Certification or accreditation from recognized bodies (e.g., SANS 1795 compliance, Professional Land Surveyor registration).
• Experience in traffic law enforcement equipment calibration and operational procedures.
• Ability to provide valid calibration certificates and documentation verifying compliance with relevant standards.
• Knowledge of traffic legislation and prosecution guidelines related to speed and traffic light violations.
• Capacity to perform calibration and verification at specified intervals and to produce certified reports.
