Objectives

The primary objective of this tender is to obtain calibration verification services for energy meters within the City of uMhlathuze. The aim is to ensure the accuracy and reliability of energy billing meters through on-site testing and verification, in accordance with relevant standards (NRS 057).

Scope

The scope of work includes:

• Performing on-site calibration verification of 100 active energy meters located in various substations and RMUs within the city’s 400 V, 11 KV, and 132 kV networks.
• Testing meters from different manufacturers and models (Landis+Gyr, EDMI, Elster).
• Connecting to meters using optical eye, capturing phasor diagrams, and taking photographs of the meters and installations.
• Compiling detailed reports with photographic evidence, to be submitted electronically (preferably via USB).

Technical Requirements

The technical requirements for the service provider include:

• Use of calibrated testing equipment for onsite meter testing.
• Qualified personnel: Technicians must hold a National Diploma in Electrical Engineering Heavy Current.
• Operating Regulations for High Voltage Systems (ORHVS) certification.
• Provision of calibration certificates or recent calibration stickers for testing equipment.
• Demonstrated experience in similar calibration verification projects.
• Ability to connect to meters optically, capture phasor diagrams, and document the process thoroughly.

Skills Requirements

The skills and qualifications required from the service provider include:

• Qualified electrical technicians with a National Diploma in Electrical Engineering Heavy Current.
• Certification in Operating Regulations for High Voltage Systems (ORHVS).
• Proven experience in calibration verification or similar electrical testing projects.
• Ability to operate calibrated testing equipment accurately and safely.
• Competence in documenting test results with photographs and detailed reports.
