Objectives

The City of uMhlathuze aims to procure reliable vegetation management services to maintain public access strips within the Capella and Hydra servitudes. The procurement seeks qualified contractors capable of delivering safe, compliant, and efficient grass and tree cutting operations within a budget threshold of R300,000 (including VAT).

Scope of Work

The contract encompasses the complete clearance, cutting, and responsible disposal of grass and trees across designated servitude areas in Capella and Hydra. Services must be executed according to the delivery period specified in the pricing schedule. A mandatory site inspection will be held prior to contract award to evaluate terrain conditions, accessibility, and specific vegetation challenges.

Technical Requirements

• Mandatory registration with the Central Suppliers Database (CSD) and the Municipal Council Database.
• Submission of a valid Tax Compliance Certificate and a Letter of Good Standing.
• Provision of a Contractor Safety, Health, and Environment (SHE) Risk Management file.
• Proof of compensation fund compliance for both principal contractors and subcontractors.
• Certified proof of business address or directorial financial standing (via tax invoice, lease agreement, or SAPS-certified affidavit).
• All quotation modifications must be manually signed; pencil entries are invalid.
• Completion of standardized municipal declaration forms covering conflict of interest, past procurement misconduct, and independent bidding certification.
• Adherence to an 80:20 preferential procurement scoring model.

Skills Requirements

• Valid competency certificates demonstrating proficiency in operating chainsaws and brush cutters.
• A minimum of three (3) completion letters/reference certificates verifying successful execution of similar tree-cutting projects.
• Proven capability to operate heavy vegetation-clearance machinery safely in residential servitude environments while adhering to occupational health and safety standards.

• Servitude: A legally recognized easement granting the municipality rights to access, maintain, and clear vegetation along utility corridors or public access roads adjacent to private properties.

• MBD Forms: Standardized municipal bid declarations designed to ensure transparency, prevent collusion, and verify that bidders have no history of fraud, corruption, or contract defaults with public entities.
• 80:20 Preferential System: A procurement scoring framework where 80% of evaluation points are awarded based on price competitiveness, and 20% are allocated to historically disadvantaged groups (e.g., black-owned enterprises, women, youth, persons with disabilities, and rural residents) to advance economic transformation.
