Objectives

The City of uMhlathuze aims to procure, deploy, and commission a cloud-managed wireless networking solution to improve connectivity across municipal facilities. The primary objective is to supply, license, configure, and activate a Huawei CloudCampus infrastructure supporting 66 indoor and outdoor access points, ensuring secure, scalable, and centrally managed Wi-Fi services backed by a one-year software subscription and technical support.

Scope of Work

• Licensing & Supply: Provision of Huawei CloudCampus subscription licenses, indoor/outdoor access point licenses, AirEngine licenses, and a one-year software subscription with support.
• Provisioning: Onboarding 66 access points to the cloud platform, including device registration, naming, site allocation, firmware verification, and upgrade management.
• Configuration: Setup of wireless SSIDs, VLAN mappings, radio profile optimization, RF tuning, security policies, and integration with DHCP and DNS systems.
• Authentication & Access Control: Implementation of captive portal and social media login mechanisms, alongside user access policies and bandwidth limitations (e.g., per-device daily limits).
• Monitoring: Deployment of cloud dashboards for real-time tracking of alarms, events, user access, and network performance metrics.
• Testing & Commissioning: Validation of AP connectivity, SSID broadcasting, authentication flows, captive portal functionality, internet access, and formal user acceptance testing (UAT).
• Documentation: Delivery of high-level solution design, SSID/VLAN mapping tables, AP inventory lists, cloud site configuration summaries, and comprehensive handover documentation.

Technical Requirements

• Mandatory registration with the Central Suppliers Database (CSD) and submission of a valid original Tax Clearance Certificate (certified copies are rejected).
• Submission of a Letter of Good Standing and proof of registration with the Municipal Council Database.
• Provision of three verifiable testimonials demonstrating prior experience in Wi-Fi implementation projects.
• All quotation forms must be completed in black ink, fully signed, and any price alterations must be countersigned; unsigned modifications will result in immediate disqualification.
• Compliance with standard municipal bidding declarations, including conflict of interest, past supply chain management practices, and independent bid determination.
• Eligibility for preferential procurement points based on ownership demographics, youth employment, and disability inclusion, with supporting proof required.

Skills Requirements

• Hold Huawei Certified ICT Associate – Datacom (HCIE-Datacom) certification, validating expert-level proficiency in enterprise networking and wireless technologies.
• Demonstrated hands-on experience deploying, configuring, and managing cloud-based Wi-Fi controllers, specifically within the Huawei ecosystem.
• Strong technical competence in network architecture, including VLAN segmentation, RF optimization, captive portal deployment, and security/access policy configuration.
• Ability to conduct rigorous testing, troubleshoot connectivity and authentication issues, and execute user acceptance testing in live municipal environments.
• Proficiency in technical documentation and knowledge transfer to ensure seamless operational handover to municipal IT personnel.
