Objectives

The primary objective of this tender is to engage a qualified service provider to explore and drill a borehole at Boikhutsong Village, including site investigation, water yield testing, water quality analysis, and borehole construction, in accordance with specified standards and safety regulations.

Scope

The scope of work includes:

• Site preparation and vegetation clearing at Boikhutsong Village.
• Exploration and rotary air percussion drilling to a depth of up to 100 meters.
• Installation of casing, gravel pack, and screens as required.
• Conducting yield tests and water quality tests in accordance with SANS 241 standards.
• Performing pump testing, including slug tests and recovery monitoring.
• Provision of all equipment, personnel, and auxiliary works necessary for drilling, testing, and site restoration.
• Preparation of safety, health, and environmental management plans, including risk assessments and method statements.
• Compilation of SHE (Safety, Health, Environment) files, incident reporting, and project close-out documentation.

Technical Requirements

The technical requirements specify that:

• The contractor must be CIDB graded (1SO/1CE/1ME) and registered on the Central Supplier Database.
• All drilling activities must adhere to health, safety, and environmental standards, including making relevant appointments and competence certificates available.
• Water quality testing must comply with full SANS 241 standards.
• All personnel working at heights must be medically fit, trained, and equipped with appropriate PPE.
• Method statements for exploration, drilling, yield testing, and safety procedures must be provided and approved prior to work commencement.
• All site activities must be documented, including risk assessments, toolbox talks, incident reports, and SHE files.
• The borehole construction must include installation of casing, gravel pack, and screens, with a warranty period of 12 months.

Skills and Experience Requirements

The bidder must demonstrate:

• Proven experience in exploration and borehole drilling, particularly in similar geological and environmental conditions.
• Completion of at least three similar projects, supported by letters of appointment and project certificates.
• Qualified personnel including:
• Site Manager with at least 2 years relevant experience in groundwater studies and civil engineering qualifications.
• Safety Officer with at least 2 years relevant experience and certification from an accredited body.
• Experienced Site Foreman with a minimum of 10 years in exploration and drilling activities.
• Capability to supply and install borehole casing, screens, and associated accessories, with warranty and after-sales support.
• Ability to prepare comprehensive method statements, safety plans, and environmental management plans.
• Demonstrated capacity to manage safety, health, and environmental compliance throughout the project duration.
• Provision of contactable references from previous similar projects, with performance ratings.

Summary

The successful bidder will be required to deliver a fully compliant exploration and borehole drilling service, with qualified personnel, proven experience, and adherence to safety and environmental standards, to meet the objectives within the scope and technical requirements outlined above.
