Tender Summary

Objectives

The primary objective is to engage a qualified contractor to promptly repair and restore ablution facilities at the Alton Parks Offices. The municipality seeks a cost-effective, compliant solution delivered within a strict one-week timeframe, ensuring adherence to municipal standards, safety regulations, and quality benchmarks.

Scope of Work

The project encompasses comprehensive maintenance and repair of ablution facilities, specifically:

• Piping repairs and leak rectification
• Replacement or repair of flushing mechanisms, toilet seats, and taps
• Roof repairs, including associated ceiling repairs and tiling

All work must be completed within a seven-day contract period. Upon completion, the contractor must fully clear the site of all excess and discarded materials. Burying of waste is strictly prohibited, and site clearance must meet the Project Leader's approval.

Technical Requirements

• Mandatory registration with the Central Suppliers Database (CSD) and the Municipal Council Database.
• Submission of a valid Tax Compliance Certificate, Letter of Good Standing with the Compensation Fund, and completed MBD declaration forms (MBD 4, 8, and 9).
• CIDB registration with a minimum grading of ISO is required.
• All workmanship and materials must comply with the latest South African National Standards (SANS) codes and specifications.
• Contractors must provide a Safety, Health, and Environment (SHE) Risk Management File and comply with the Occupational Health and Safety Act and Compensation for Occupational Injuries and Diseases Act.
• Site levels and dimensions must be verified before work begins; discrepancies must be reported to the Project Leader.
• Any alterations to the quotation must be manually signed by the bidder. Unsigned price changes will result in immediate disqualification.
• Invoices are submitted upon completion, and all quoted rates must exclude VAT.

Skills Requirements

• A valid competency certificate for a licensed plumber is compulsory and will be evaluated during assessment.
• Demonstrated practical experience in commercial/residential plumbing, roofing, ceiling restoration, and tiling.
• Ability to accurately measure, interpret site conditions, and execute short-duration construction projects efficiently.
• Familiarity with municipal compliance procedures and occupational health and safety protocols.

Explanation of Unusual or Complicated Terms

• Certificate of Compliance (COC): An official document issued by a registered professional certifying that plumbing or electrical installations meet national safety and performance standards. Required upon project completion.
• CIDB Grading (ISO): A South African construction industry classification system rating contractors based on financial turnover and project capacity. ISO denotes entry-level eligibility for low-value, straightforward contracts.
• Preferential Procurement (80:20 System): A municipal evaluation framework where 80% of scoring points are awarded for competitive pricing, and 20% are allocated for socio-economic transformation criteria (e.g., black ownership, youth, women, and disabled person participation).
• Late Completion Penalty: A fixed daily charge of R500 applied for each day or part thereof that the project remains unfinished after the agreed one-week deadline.
