The primary objective of this tender is to appoint a qualified service provider to deliver reliable, compliant, and cost-effective catering services for a municipal strategic session. The municipality aims to secure a vendor capable of meeting specific dietary standards, logistical timelines, and public procurement compliance requirements while ensuring value for money.

Scope of Work

The successful bidder will provide end-to-end catering support for a strategic session held on 4 September 2026 at the Paradyskloof Clubhouse, operating between 08:30 and 16:00. The scope covers:

• Setting up a beverage station upon arrival with coffee, tea, warm and cold milk, sugar, and sweeteners.
• Preparing and serving a Halaal-compliant lunch for 15–20 delegates.
• Supplying four tablecloths for food display tables, plus cutlery, crockery, and serviettes for all attendees.
• Providing dedicated staff and transportation/logistics to ensure timely delivery and setup.
• Maintaining professional food presentation on platters; late setup is strictly prohibited.

Technical Requirements

Bidders must submit a structured pricing schedule detailing unit and total costs (excluding VAT, with 15% VAT calculated separately) for all listed items. Mandatory compliance and documentation requirements include:

• Active registration on the Centralised Supplier Database (CSD).
• Completion and submission of MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Past Supply Chain Management Practices), and MBD 9 (Certificate of Independent Bid Determination).
• A current municipal statement of account for the company and all directors (not older than 90 days).
• An original Sworn Affidavit for B-BBEE compliance, which must be physically delivered to the municipality.
• Adherence to the 80/20 preference point evaluation system, with potential bonus points for local suppliers.
• Execution of an indemnity form and provision of adequate insurance coverage upon contract award.

Skills Requirements

While no formal academic qualifications are specified, bidders must demonstrate practical capability in event catering and municipal contract execution. Essential competencies include:

• Proven experience in large-scale corporate or institutional catering, particularly with Halaal-certified meal preparation.

• Halaal: Islamic dietary laws requiring specific animal slaughter methods, prohibition of certain ingredients (e.g., pork, alcohol), and segregated preparation equipment to ensure religious compliance.
• MBD Forms: Standard South African government bidding templates used to verify bidder legitimacy, declare conflicts of interest, claim procurement preferences, and confirm independent bidding practices.
• 80/20 Preference Point System: A procurement evaluation model where 80 points are allocated to competitive pricing and 20 points to Broad-Based Black Economic Empowerment (B-BBEE) status and geographic locality within the municipal area.
• Original Sworn Affidavit: A legally binding written statement made under oath, accepted in lieu of a third-party B-BBEE verification certificate for qualifying enterprises. It must be physically submitted to remain valid for the calendar year.
