Objectives

The primary objective of this tender is to procure grader hire services for the City of uMhlathuze, with the submission deadline set for 11 August 2026. The aim is to obtain competitive quotations for the specified goods and services to support municipal operations within designated areas.

Scope

The scope of the tender includes:

• Provision of grader hire services in Vulindlela and Nhlangenyuke areas.
• Delivery of services upon receipt of purchase orders.
• Engagement with suppliers registered on the Central Suppliers Database (CSD).

Note: The scope does not include site meetings or technical site inspections, as these are marked as not applicable.

Technical Requirements

The technical requirements specify that:

• Suppliers must be registered with the CSD and provide their CSD number.
• A Letter of Good Standing must be submitted.
• Quotations must be completed in black ink; pencil entries are not accepted.
• All alterations on the quotation must be signed by the bidder.
• Pricing should exclude VAT, with the total including VAT clearly indicated.
• Suppliers must adhere to statutory changes related to VAT and customs levies.

Skills and Qualification Requirements

Suppliers and bidders are expected to meet the following skills and qualification criteria:

• Registration with the Central Suppliers Database (CSD).
• Provision of a valid Letter of Good Standing from the Compensation Fund or Department of Labour.
• Completion of the RFQ in black ink, with all alterations signed.
• Submission of all compulsory documents, including tax compliance certificates, SHE risk management files, and proof of ownership or lease agreements.
• Familiarity with municipal procurement policies and preferential procurement points system.
• Declaration of interests and compliance with regulations regarding state service and related companies.

Additionally, bidders should demonstrate capacity to deliver services within the specified delivery period and adhere to statutory and municipal procurement policies.
