Objectives

The primary objective of this tender is to procure grass cutting services at Alumina Allee within the City of uMhlathuze for a duration of four months, ensuring the maintenance of municipal verges, open spaces, recreational facilities, and private overgrown stands in line with municipal standards.

Scope

The scope includes:

• Provision of grass cutting, mowing, shrub trimming, litter picking, and general maintenance within the city’s jurisdiction.
• Maintenance of road verges, public open spaces, parks, gardens, and private overgrown stands.
• Carrying out work during normal municipal hours, with prior approval required for work outside these hours.
• Disposal of grass clippings and debris at approved facilities on the same day of work.
• Inspection and familiarization with work areas, including private stands, prior to commencement.
• Provision of all labour, supervision, equipment, and materials necessary for service delivery.

Technical Requirements

The technical requirements specify that the contractor must:

• Render grass cutting and maintenance services across designated areas, including private stands as directed.
• Ensure trimming around obstacles such as trees, poles, fences, and street furniture for neatness.
• Use approved equipment like brush cutters and blowers, adhering to safety and quality standards.
• Perform periodic pruning to maintain clearance and safety.
• Complete one full grass cutting cycle per area within five (5) working days.
• Maintain operational records, including work schedules, attendance, and equipment logs.
• Implement traffic management and safety measures, including signage and flag personnel.
• Maintain valid Public Liability Insurance with a minimum cover of R 500,000.
• Ensure environmental compliance, preventing damage to ecosystems and avoiding fuel/oil spills.
• Provide proof of equipment, vehicles, and machinery, including ownership or lease documentation.
• Submit photographic evidence before and after each activity.

Skills and Capacity Requirements

The contractor must demonstrate:

• Capacity to execute multiple sites concurrently, with sufficient teams and equipment.
• Experience in similar municipal grass cutting projects, supported by references or appointment letters.
• Availability of qualified personnel, including supervisors and safety officers, equipped with PPE.
• Provision of appropriate machinery and vehicles, with maintenance records and proof of ownership or lease.
• Compliance with Occupational Health and Safety Act and EPWP guidelines, including employment of eligible South African citizens, and maintaining signed employment and attendance records.
• Ability to meet contractual deadlines, with contingency plans for delays.
• Financial stability demonstrated through relevant certificates and insurances.
