Objectives

The primary objective of this tender is to procure grass cutting and related maintenance services within the City of uMhlathuze. The contractor will be responsible for maintaining road verges, public open spaces, recreational facilities, and overgrown private stands, ensuring these areas are kept clean, safe, and compliant with municipal standards over a contract period of nine months.

Scope

The scope includes:

• Provision of grass cutting, mowing, shrub trimming, litter picking, and grass clipping removal within designated areas of the municipality.
• Maintenance of municipal verges, parks, gardens, recreational facilities, and private overgrown stands as directed.
• Execution of services over a period of 4 months, with specified cycles and schedules.
• Adherence to safety, environmental, and operational standards, including traffic management and waste disposal.
• Monitoring and reporting on performance, with compliance to EPWP employment and safety requirements.

Technical Requirements

The technical requirements include:

• Provision of all labour, supervision, tools, machinery, and transport necessary for grass cutting and maintenance.
• Use of approved equipment such as brush cutters, blowers, and hand tools, with proper maintenance and records.
• Completion of one full grass cutting cycle per designated area within five (5) working days.
• Implementation of safety measures, traffic control, and hazard prevention during operations.
• Proper disposal of grass clippings and waste at approved disposal facilities on the same day of service, with proof of disposal submitted with invoices.
• Provision of photographic evidence before and after each activity for verification.
• Compliance with environmental policies and legislation, ensuring minimal ecological disturbance and spill prevention.
• Maintenance of valid insurance, safety files, and operational records.

Skills and Skills Requirements

The tender specifies the following skills and staffing requirements:

• Provision of adequately trained and equipped personnel, including supervisors and workers, with appropriate Personal Protective Equipment (PPE).
• Staffing levels sufficient to execute multiple sites concurrently, ensuring timely completion of cycles.
• Competent supervision on-site at all times during operations.
• Experience in grass cutting, shrub trimming, litter picking, and general maintenance services.
• Knowledge of safety regulations, traffic management, and environmental compliance.
• Provision of machinery and equipment with proper maintenance logs and proof of ownership or lease agreements.
• Adherence to occupational health and safety standards, including the appointment of safety officers and first aiders.
• Ability to monitor, report, and manage performance through regular reports and records.
