Objectives

The primary objective of this tender is to procure grass cutting, shrub trimming, litter picking, and related maintenance services within the City of uMhlathuze for a duration of four months, with the possibility of extension. The aim is to maintain municipal and private areas in a clean, safe, and acceptable condition in accordance with municipal standards and environmental policies.

Scope

The scope of the project includes:

• Providing grass cutting, mowing, and general maintenance services for road verges, public open spaces, recreational facilities, and overgrown private stands within the municipal jurisdiction.
• Performing trimming, litter picking, raking grass clippings, and maintaining areas in line with municipal requirements.
• Executing these services over a contract period of four months, with specific cycles and scheduled work within designated areas.
• Ensuring proper disposal of grass clippings and debris at approved disposal facilities on the same day of service.
• Maintaining safety, environmental, and traffic management standards during operations.

Technical Requirements

The technical requirements include:

• Provision of all labour, supervision, materials, fuel, tools, machinery, and transport necessary for service delivery.
• Submission of a detailed grass cutting programme for approval prior to work commencement, with photographic evidence of activities (before and after).
• Execution of one full grass cutting cycle per designated area within five (5) working days.
• Use of approved equipment such as brush cutters, blowers, and hand tools, with a list of equipment submitted for approval.
• Compliance with safety standards, traffic management, and environmental policies, including maintaining valid public liability insurance of at least R500,000.
• Proper disposal of waste and debris at designated landfill sites on the same day of operations.
• Maintaining operational records, work schedules, attendance registers, and equipment logs.
• Adherence to contractual cycles, reporting, and performance monitoring requirements.

Skills and Capacity Requirements

The contractor must demonstrate:

• Adequate staffing with trained personnel equipped with appropriate Personal Protective Equipment (PPE).
• Provision of suitable equipment, including brush cutters, blowers, hand tools, and vehicles with valid logbooks or lease agreements.
• Experience in similar municipal maintenance projects, supported by reference letters, appointment letters, or purchase orders.
• Capacity to execute multiple sites concurrently, with sufficient teams, equipment, and resources to meet the specified timeframes.
• Compliance with Occupational Health and Safety Act requirements, including appointing safety representatives and first aiders.
• Implementation of traffic control measures and safety signage during operations.
• Ability to monitor, report, and manage performance through regular reports and inspections.
• Provision of a list of all plant and equipment, including ownership or lease documentation, for approval.
• Demonstrated capacity to maintain environmental standards and manage waste disposal responsibly.
