Objectives

The primary objective of this tender is to procure grass cutting and related maintenance services at Vulindlela within the City of uMhlathuze for a duration of four months, with the possibility of extension. The services aim to maintain municipal verges, open spaces, recreational facilities, and overgrown private stands in a clean, safe, and acceptable condition in line with municipal standards.

Scope

The scope of work includes:

• Provision of grass cutting, mowing, shrub trimming, litter picking, and grass clipping removal within the city jurisdiction.
• Maintenance of road verges, public open spaces, parks, gardens, and private overgrown stands as directed.
• Execution of services over multiple designated areas, with specific cycles and timelines.
• Adherence to safety, environmental, and operational standards, including disposal of waste at approved facilities on the same day.
• Provision of all labor, supervision, equipment, and materials necessary for the completion of the work.

Technical Requirements

The technical requirements include:

• Attendance at a compulsory site meeting and adherence to the approved work program.
• Implementation of safety measures, traffic management, and environmental protection protocols.
• Use of approved equipment such as brush cutters, blowers, and suitable vehicles, with proof of ownership or lease.
• Provision of a detailed work schedule, photographic evidence of work before and after completion, and operational records.
• Completion of one full grass cutting cycle per designated area within five (5) working days.
• Maintenance of valid insurance, compliance with occupational health and safety legislation, and environmental policies.
• Proper disposal of grass clippings and debris at designated sites on the same day.
• Provision of dedicated vehicles and equipment for each work area, with no duplication across areas.

Skills and Skills Requirements

The skills and personnel requirements include:

• Adequate staffing with trained personnel equipped with appropriate PPE, capable of executing the work efficiently.
• Competent supervisors present on-site during operations.
• Skilled operators for equipment such as brush cutters, blowers, and vehicles.
• Experience in municipal maintenance services, with a minimum of three years demonstrated through references or previous contracts.
• Knowledge of safety regulations, traffic management, and environmental compliance.
• Ability to monitor, report, and manage performance through monthly reports and adherence to contractual standards.
• EPWP compliance, including employment of eligible South African citizens, maintaining attendance registers, and paying minimum wages.
