Objectives

The primary objective of this tender is to procure grass cutting, shrub trimming, litter picking, and related maintenance services within the City of uMhlathuze for a duration of four months, with the possibility of extension. The aim is to maintain municipal road verges, open spaces, recreational facilities, and private overgrown stands in a clean, safe, and acceptable condition in line with municipal standards.

Scope

The scope of the project includes:

• Provision of grass cutting, mowing, and general maintenance services for road verges, public open spaces, parks, gardens, recreational facilities, and private overgrown stands within the municipal jurisdiction.
• Maintenance cycles covering specified areas over a four-month period, with completion of one full grass cutting cycle per designated area within five working days.
• Disposal of grass clippings, debris, and waste at approved disposal facilities on the same day of collection.
• Inspection and familiarization with work areas, including private stands, to ensure compliance with specifications.
• Implementation of safety, traffic management, and environmental protection measures during operations.

Technical Requirements

The technical requirements include:

• Provision of all labour, supervision, materials, fuel, tools, machinery, and transport necessary for service delivery.
• Use of approved equipment such as brush cutters, blowers, and hand tools, with proof of ownership or lease provided.
• Adherence to specified maintenance cycles and completion timelines.
• Submission of detailed work programs, photographic evidence of work done, and operational records.
• Compliance with safety standards, traffic management protocols, and environmental policies.
• Maintaining valid insurance cover and indemnity against claims arising from operations.
• Proper disposal of waste and debris at designated sites.

Skills Requirements

The skills and staffing requirements include:

• Provision of adequately trained personnel equipped with personal protective equipment (PPE) in accordance with Occupational Health and Safety Act requirements.
• Availability of a competent supervisor on-site at all times during operations.
• Provision and maintenance of suitable machinery and equipment, with records of ownership and servicing available for inspection.
• Implementation of EPWP (Expanded Public Works Programme) employment practices, including recruiting eligible South African citizens, signing employment contracts, maintaining attendance registers, and paying minimum wages.
• Ensuring sufficient staffing levels to complete all designated work within the specified timeframes, with capacity to execute multiple sites concurrently if awarded multiple areas.
• Adherence to health and safety, environmental, and traffic management standards by all personnel involved.
