Objectives

The primary objective of this tender is to appoint a service provider to perform grass cutting, shrub trimming, litter picking, and related maintenance activities within the City of uMhlathuze for a duration of four months, ensuring areas are maintained in a clean, safe, and acceptable condition in line with municipal standards.

Scope

The scope includes:

• Provision of grass cutting, mowing, and general maintenance services for road verges, public open spaces, recreational facilities, and private stands within the municipal jurisdiction.
• Maintenance of areas up to the boundary of natural vegetation or a specified distance from boundary walls.
• Disposal of grass clippings, debris, and waste at approved disposal facilities on the same day of operations.
• Inspection and familiarization with designated sites, including private overgrown stands.
• Periodic pruning of low-hanging branches and maintenance cycles as specified.
• Provision of all labor, supervision, equipment, and materials necessary for the execution of services.

Technical Requirements

The technical requirements include:

• Execution of grass cutting and maintenance during normal municipal working hours, with prior approval required for work outside these hours.
• Trimming around obstacles such as trees, poles, fences, and street furniture to ensure neatness.
• Use of approved equipment (e.g., brush cutters, blowers) and adherence to safety standards.
• Periodic pruning for clearance and safety.
• Submission of a detailed grass cutting program for approval, with photographic evidence before and after each activity.
• Maintaining operational records, work schedules, and site reports.
• Implementing traffic management and safety measures, including signage and flag personnel.
• Maintaining valid public liability insurance of at least R 500,000.
• Compliance with environmental policies and legislation, ensuring no damage to ecosystems or spillages.
• Completion of one grass cutting cycle per area within five working days, with provisions for concurrent operations on multiple sites.

Skills and Skills Requirements

The tender specifies the following skills and staffing requirements:

• Provision of adequately trained personnel equipped with Personal Protective Equipment (PPE) in accordance with the Occupational Health and Safety Act.
• Availability of skilled operators for equipment such as brush cutters, blowers, and hand tools.
• Supervision by competent personnel on-site at all times during operations.
• Provision and maintenance of machinery and vehicles, including logs or proof of lease/purchase agreements.
• Compliance with EPWP (Expanded Public Works Programme) requirements, including employment of eligible South African citizens, signing employment contracts, maintaining attendance registers, and paying minimum wages.
• Provision of safety officers, first aiders, and adherence to health and safety standards.
• Capacity to execute multiple sites concurrently with sufficient teams, equipment, and resources to meet specified timeframes.
