Objectives

The primary objective of this tender is to procure grass cutting, shrub trimming, litter picking, and related maintenance services within the City of uMhlathuze for a period of four months, with the possibility of extension. The aim is to maintain public spaces, road verges, recreational facilities, and private stands in a clean, safe, and acceptable condition in line with municipal standards.

Scope

The scope of work includes:

• Provision of grass cutting, mowing, and general maintenance services for municipal verges, open spaces, parks, gardens, and overgrown private stands within the municipality's jurisdiction.
• Maintenance of areas along road verges, recreational facilities, and associated spaces, including private stands as directed.
• Overgrown private stands inspection and clearance.
• Disposal of grass clippings, debris, and waste at approved disposal facilities on the same day of service.
• Adherence to specified maintenance cycles and safety standards throughout the contract duration.

Technical Requirements

The technical requirements include:

• Provision of all labour, supervision, equipment, and materials necessary for the services.
• Use of approved equipment such as brush cutters, blowers, hand tools, and vehicles with trailers.
• Completion of one grass cutting cycle per designated area within five (5) working days.
• Submission of a detailed work plan and photographic evidence (before and after) of all activities.
• Implementation of traffic management and safety measures, including signage and flag personnel.
• Maintenance of valid public liability insurance with a minimum cover of R 500,000.
• Compliance with environmental policies, including prevention of fuel/oil spills and protection of ecosystems.
• Proper disposal of waste and grass clippings at designated sites on the same day.

Skills and Capacity Requirements

The contractor must demonstrate:

• Experience in similar municipal grass cutting and maintenance projects, supported by references or appointment letters.
• Availability of sufficient and suitable equipment, with proof of ownership or lease agreements, including maintenance records.
• Adequate staffing with trained personnel, equipped with PPE, and capable of executing multiple sites concurrently.
• Qualified supervisors and safety officers on-site during operations.
• Compliance with Occupational Health and Safety Act and EPWP guidelines, including employment of eligible South African citizens and maintaining signed employment contracts.
• Provision of a list of plant, machinery, and vehicles proposed for use, with detailed specifications and proof of registration or lease.
• Capacity to complete scheduled cycles within the stipulated timeframes, with provisions for monitoring and reporting performance monthly.
