Objectives

The primary objective of this tender is to procure grass cutting services on privately owned vacant sites within the uMhlathuze Municipality. The service aims to maintain the cleanliness and safety of identified vacant plots by performing grass cutting, litter collection, pruning, and illegal dumping removal over a six-month period from 1 September 2026 to February 2027, covering approximately 150,000m².

Scope

The scope of work includes:

• Grass cutting on privately owned vacant sites as required, based on square meters at the time of service.
• Collection and disposal of litter, pruning of trees, and removal of illegal dumping within the private plots.
• Work to be performed in various areas within the uMhlathuze Municipality over a six-month period.
• Disposal of collected waste at designated landfill sites on the same day as mowing.

The contractor must ensure operations are overseen on-site, with adequate staffing and equipment, and comply with safety and environmental standards.

Technical Requirements

• Provision of at least 10 operators equipped with brush cutters, one chain saw, and one pole pruner when required.
• All employees must wear full personal protective equipment (PPE), including safety boots, overalls, ear protection, gloves, aprons, shin guards, reflective vests, and face shields.
• The contractor must be on-site at all times during operations to supervise and ensure safety standards are met.
• Compliance with the Occupational Health and Safety Act, including providing safety files and signage, and ensuring safety induction training for staff.
• Provision of adequate signage and traffic control measures during grass-cutting activities.
• Use of machinery and equipment that are functional and suitable for the scope of work.
• Proof of minimum three-year experience in similar projects, with at least three different government institutions.
• Registration with the Central Suppliers Database (CSD) and municipal supplier database.
• Submission of a valid Letter of Good Standing related to safety or relevant work (e.g., tree felling or grass cutting).

Skills Requirements

• Qualified operators experienced in using brush cutters, chainsaws, and pruning tools.
• Staff must be trained in occupational health and safety procedures, including the use of PPE and safety signage.
• Ability to manage and oversee operations on-site, ensuring timely completion and adherence to safety standards.
• Experience in waste collection, litter removal, and illegal dumping clearance.
• Capacity to work in various locations within the municipality, demonstrating flexibility and reliability.
• Compliance with employment equity targets, including employment of youth, women, and disabled persons.
