Objectives

The primary objective of this tender is to appoint a qualified, independent environmental consultant or service provider to conduct a comprehensive bi-annual external environmental audit for SANPC. The audit aims to assess compliance with the Waste Management License conditions, environmental legislation, and internal environmental management systems, ensuring SANPC's operations meet legal and regulatory requirements.

Scope

The scope of work includes:

• Assessment of compliance with license conditions and environmental legislation
• Verification of monitoring, reporting, and submission obligations
• Review of waste handling, storage, transport, and disposal procedures
• Evaluation of hazardous waste management and documentation
• Inspection of infrastructure and containment systems
• Monitoring of groundwater and air quality results
• Review of internal audits, environmental reports, and legal compliance
• Evaluation of environmental management systems, incident records, and employee training
• Preparation of a final comprehensive report including findings and recommendations

Technical Requirements

The technical requirements for the audit include:

• Conducting site visits (if applicable, N/A in this case)
• Assessment of infrastructure such as waste storage facilities, stormwater controls, and environmental safeguards
• Analysis of groundwater and air quality monitoring data
• Verification of compliance with relevant permits, licenses, and regulations (NEMA, Air Quality Act, Water Act, OHS Act, etc.)
• Review of environmental management procedures and incident registers
• Evaluation of employee training and awareness programs
• Compilation of a detailed final report with findings, compliance status, and recommendations
• Confidentiality of all information obtained during the audit

Skills Requirements

The successful bidder must possess:

• Relevant environmental auditing qualifications and certifications
• Experience in conducting environmental compliance audits, preferably in waste management or related sectors
• Knowledge of South African environmental legislation and licensing requirements
• Ability to analyze monitoring data and environmental reports
• Strong report writing and communication skills
• Capacity to handle confidential information responsibly
• Proven track record of independent and objective environmental assessments
