Objectives

The primary objective of this tender is to procure training services for six finance interns in Municipal Finance Management, specifically delivering the Municipal Finance Management Programme (MFMP). The training aims to enhance the interns' knowledge and skills in municipal financial management, budgeting, asset management, financial reporting, and related standards, ensuring they are equipped to perform effectively within the municipal environment.

Scope

The scope of the tender includes:

• Delivery of the Municipal Finance Management Programme (MFMP) to 6 learners within the uMhlathuze Municipality jurisdiction.
• Provision of training materials, manuals, and facilitation for a comprehensive 40-day training period.
• Training to cover specific units and standards related to municipal budgeting, asset management, financial reporting, performance management, stakeholder engagement, and legal compliance.
• Assessment, moderation, verification, and certification of learners upon completion.
• Training to be conducted within an 11-month period, including all related activities such as assessments and issuing of certificates.

Technical Requirements

The technical requirements for the training include:

• Delivery of training based on specified unit standards aligned with NQF levels and credits, covering topics such as municipal budgeting, asset management, financial reporting, and legal compliance.
• Training methods combining theory and practical assessments.
• Provision of training venues within KwaZulu-Natal, equipped with necessary facilities such as laptops, projectors, flip charts, and other training equipment.
• Learners to bring their own laptops; facilitators to provide training manuals for reference and assessment purposes.
• Training, assessments, moderation, verification, and certification to be completed within 11 months.
• Provision of certificates of competence and statements of results to learners upon successful completion.

Skills Requirements

The skills and knowledge requirements for the training providers include:

• Ability to deliver comprehensive training on municipal finance management standards and practices.
• Experience in facilitating adult learning with a focus on practical application of skills.
• Competence in conducting assessments, moderation, and verification processes.
• Provision of training manuals, facilitation skills, and practical assessments aligned with specified unit standards.
• Capacity to deliver training within the specified timeframe and within the geographical jurisdiction.
• Registered and accredited training providers with relevant SETA/QCTO accreditation.
• Ability to provide all necessary training equipment and facilities, including catering and venue arrangements.
