Objectives

The primary objective of this tender is to secure a renewal of Mimecast cybersecurity and email management services for the Pan South African Language Board (PanSALB) for a period of 12 months. The services aim to enhance email security, continuity, and compliance across the organization’s email infrastructure, supporting the protection against cyber threats such as malware, phishing, ransomware, and impersonation attacks. Additionally, the project seeks to ensure seamless email operations, secure file sharing, encrypted communication, and ongoing support and monitoring to maintain the integrity and confidentiality of organizational communications.

Scope

The scope of work includes:

• Renewal of Mimecast services for 200 mailboxes, including:
• Security and email continuity with advanced threat protection
• Email archiving for up to 99 years with recovery capabilities
• Seamless email failover and integration with Microsoft Outlook
• Web DNS security and web access control based on threat intelligence
• Secure messaging and data protection features (Privacy Pack)
• Conformance management (DMARC) for 12 months
• Cyber awareness training and phishing testing
• Support for managing email flow, spam rules, and account changes
• Onsite support for Microsoft 365 integration and configuration adjustments
• Renewal and ongoing support for the entire service period

The successful bidder must also provide references from similar government entities and demonstrate OEM certification and Mimecast partner accreditation.

Technical Requirements

The technical specifications include:

• Provision of comprehensive email security, including malware, phishing, spoofing detection, sandboxing, URL checks, and DDoS protection
• Built-in email archiving with a minimum storage duration of 10 years, with recovery capabilities
• Automatic email continuity with near real-time failover and integration with Microsoft Outlook
• Web DNS security service controlling web access based on categorization and threat intelligence
• Cyber awareness training modules, phishing simulations, and risk assessments
• Support for Microsoft Office 365, Exchange, and Azure AD integration as needed
• Support for managing spam rules, account modifications, and email flow queries
• Provision of a Service Level Agreement (SLA) aligned with PanSALB requirements

Skills Requirements

The bidder must demonstrate:

• OEM certification and accreditation as a Mimecast partner, with proof of training and certification
• Experience in delivering similar email security and continuity solutions to government or large organizations, with at least three (3) references
• Capability to provide technical support, including onsite support for Microsoft 365 and related services
• Proficiency in configuring and managing Mimecast services, including spam management, email archiving, and threat protection
• Ability to develop and propose a comprehensive Service Level Agreement (SLA) that meets PanSALB’s operational needs
• Certification in Mimecast solutions and relevant cybersecurity practices
