Objectives

The primary objective of this tender is to procure a service provider to conduct a mini substation audit and perform necessary repairs based on inspection findings. The audit aims to assess the condition of the mini substation, identify defects, and ensure compliance with safety and technical standards.

Scope

The scope of work includes:

• Performing a comprehensive inspection of the mini substation, including earth resistance measurement and roofing security assessment.
• Evaluating the condition of the plinth and LV breakers, fixing any visible hot connections.
• Ensuring the work area is left clean and tidy post-inspection.
• Documenting all findings and recommendations on spreadsheets, including photographs before and after work.
• Carrying out repairs as identified during the inspection.

Technical Requirements

The technical requirements for the service provider include:

• Earth resistance measurement recorded on spreadsheets.
• Roofing of the mini substation must be properly secured, bolted, and tight.
• Assessment and reporting on the condition of the plinth, with replacements if necessary.
• Inspection and fixing of LV breakers and any hot connections.
• All work must comply with statutory regulations, including HV regulations and safety standards.
• Submission of all findings, recommendations, and photographic evidence.
• Work must be performed by a registered electrical contractor with CIDB 1EP or above, holding a valid HV registration and a Letter of Good Standing.

Skills and Qualification Requirements

The service provider must meet the following skills and qualification criteria:

• Registration with the Department of Labour as an Electrical Contractor.
• Proof of completion of at least three similar mini substation maintenance projects.
• CIDB registration of at least 1EP or higher.
• Valid HV regulations compliance and a Letter of Good Standing.
• Provision of a comprehensive SHE (Safety, Health, Environment) file, including:
• Safety officer and management documentation.
• Construction work permit from DoL (if applicable).
• Risk assessments, safety plans, and training certificates for personnel.
• Policies on health and safety, PPE, incident reporting, and emergency procedures.
