Objectives

The primary objective of this tender is to engage a registered Approved Inspection Authority (AIA) to conduct Occupational Hygiene Surveys and Occupational Health Risk Assessments (OHRA) across SANPC's operational sites. The assessments aim to identify, evaluate, and mitigate occupational health hazards to ensure compliance with relevant legislation, standards, and best practices, thereby safeguarding employee health and safety.

Scope

The scope of work includes:

• Conducting comprehensive Occupational Hygiene Surveys and Health Risk Assessments at specified sites listed in Annexure 1, including sites such as Harbour Helipad, Saldanha, Bloemfontein, Tzaneen, Voorbaai, Milnerton, Parow, Ogies, Mossel Bay, and PetroSA facilities.
• Assessing physical, chemical, ergonomic, and noise hazards through site-specific surveys.
• Performing personal exposure monitoring for high-risk or routine tasks, using accredited laboratories for sample analysis.
• Preparing Occupational Hygiene Sampling Reports within 30 days of assessments, including laboratory results and Occupational Exposure Limits (OEL) where applicable.
• Providing recommendations for hazard controls based on hierarchy of controls, including engineering, administrative, and PPE measures.
• Developing Occupational Health Risk Exposure Profiles to prioritize risk management and formulate monitoring and medical surveillance programs.
• Presenting reports to SANPC within specified timelines, with site and departmental breakdowns.

Technical Requirements

The technical requirements for the service provider include:

• Being a registered Approved Inspection Authority (AIA) recognized by the Department of Labour.
• Utilizing calibrated, appropriate instruments and tools for surveys and monitoring.
• Conducting surveys in accordance with relevant legislation, standards, and SANPC requirements.
• Providing detailed Occupational Hygiene and Health Risk Assessment Reports, including laboratory analysis results and OEL compliance.
• Ensuring timely submission of reports (within 10 days for presentations and 15 days for final reports).
• Implementing corrective actions and providing recommendations to mitigate deviations in exposure levels.
• Maintaining safety standards, including undergoing SANPC safety inductions and submitting a safety file.

Skills Requirements

The service provider and personnel must possess:

• Recognition as an Approved Inspection Authority by the Department of Labour.
• Competency as per the Occupational Health and Safety Act (85 of 1993).
• Qualified personnel with expertise in occupational hygiene, industrial hygiene, and risk assessment.
• Experience in conducting site-specific surveys for noise, chemical exposure, ergonomic assessments, and heat/cold stressors.
• Proficiency in sampling techniques, laboratory analysis, and interpretation of results against regulatory standards.
• Ability to prepare comprehensive reports and present findings clearly and promptly.
• Commitment to safety and compliance with SANPC safety protocols and inductions.
