Objectives

The primary objective of this tender is to conduct OHS (Occupational Health and Safety) liabilities and environmental legal compliance audits across five operating sites of SANPC. The audits aim to assess whether health, safety, and environmental management practices are adequately managed, identify areas of non-compliance, and provide recommendations for corrective actions.

Scope

The scope includes:

• Conducting comprehensive legal compliance audits at each operating site over one full day per site.
• Preparing detailed reports on compliance status, non-conformities, and corrective measures.
• Auditing for compliance with relevant authorizations, licenses, management plans, and procedures.
• Separately auditing environmental compliance related to Waste Management Licenses (WML) with two reports required per site.
• Providing on-site confirmation of audit scope, findings, and relevant legislation.
• Submitting audit reports in PDF format within 30 working days of audit completion.

Technical Requirements

The technical requirements for the service provider include:

• ISO auditing certification in legal compliance auditing.
• Demonstrated independence with no conflict of interest.
• Extensive knowledge of environmental law, occupational health and safety legislation, including NEMA, SEMAs, and the Occupational Health and Safety Act and Regulations.
• Experience with health and safety liabilities management at multiple sites.
• Provision of a detailed audit process and cost breakdown in the proposal.
• Separate audit reports for environmental compliance related to WML, meeting license conditions.

Skills Requirements

The service provider must possess:

• ISO auditing certification relevant to legal compliance and safety standards.
• In-depth knowledge of environmental legislation (e.g., NEMA, SEMAs) and occupational health and safety laws.
• Ability to conduct on-site audits, analyze compliance status, and prepare comprehensive reports.
• Independence and absence of conflicts of interest.
• Experience in environmental and occupational health and safety legal frameworks.
