Objectives

The primary objective is to procure qualified goods and services for the rust removal, repair, and protective repainting of NECRT equipment at the Phoenix Substation. The municipality seeks a compliant, technically capable contractor who can deliver the work safely, efficiently, and within the stipulated timeframe while adhering to municipal procurement and safety regulations.

Scope of Work

The successful bidder will be responsible for removing rust from TX 2 NECRT components using a laser cleaning machine, performing necessary structural or component repairs, and applying a protective industrial coating according to municipal specifications. The contractor must supply all labour, materials, tools, and equipment required for the job. Notably, the supplier must provide a dedicated generator to power the laser cleaning machine and ancillary equipment, as the substation will be completely de-energised during the project.

Technical Requirements

• CIDB EP1 contractor grading certification
• Valid training certificate or formal qualification for operating laser cleaning machinery
• Documented proof of previous experience completing similar laser-based rust removal projects
• High Voltage (HV) Regulations compliance certificate
• Provision of all necessary equipment, including a compatible generator for off-grid operation
• Submission of a comprehensive Safety, Health, and Environment (SHE) risk management file
• Mandatory registration with the Central Suppliers Database (CSD) and the uMhlathuze Municipal Council Database
• Valid Tax Compliance Certificate and Letter of Good Standing from the Compensation Fund
• All quotation alterations must be physically signed by the bidder; unsigned changes result in disqualification
