Objectives

The primary objective of this tender is to construct a boundary wall for the City of uMhlathuze, specifically the Polaris boundary wall, with a completion deadline of 12 August 2026. The project aims to deliver a reinforced concrete masonry boundary wall approximately 300 meters in length and 2.4 meters in height, including all necessary site preparation, foundations, construction, testing, and handover.

Scope

The scope of work includes:

• Provision of all labour, supervision, plant, equipment, tools, transportation, and materials required for the complete construction of the boundary wall.
• Site establishment, including temporary offices, storage, and welfare facilities.
• Site clearance, including vegetation removal, topsoil removal, and disposal of unsuitable materials.
• Surveying and setting out of the wall alignment, foundations, columns, and openings.
• Excavation of strip foundations, reinforcement, and concrete pouring.
• Construction of reinforced concrete columns at specified intervals and locations.
• Building the reinforced concrete masonry wall with specified blocks, mortar, reinforcement, and concrete filling.
• Installation of movement/control joints and other finishing works.
• Testing, inspection, and handover of the completed structure.

Technical Requirements

The technical specifications include:

• Construction of approximately 300 meters of reinforced concrete masonry wall, 2.4 meters high above NGL.
• Use of M140 concrete blocks and cement mortar (1:5 mix).
• Reinforced concrete strip foundations with specified concrete grades (25–30 MPa), reinforcement, and vibration/curing procedures.
• Reinforced concrete columns at maximum 3-meter centers, with specified reinforcement and concrete (230mm x 230mm).
• Vertical reinforcement within block cores and concrete filling for reinforced cores.
• Horizontal reinforcement (brickforce) every second course.
• Accurate line, level, and plumb finishes with neat joint work.
• Provision of expansion/control joints at recommended intervals and changes in direction.
• Compliance with all relevant SANS codes and specifications.
• Adherence to occupational health and safety regulations, including submission of safety files and inductions.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in constructing reinforced concrete masonry walls and similar civil engineering projects, supported by previous completion certificates and reference letters.
• Competence in site management, including site setup, safety compliance, and quality assurance procedures.
• Qualified personnel, including experienced supervisors and safety officers.
• Registration with the Central Suppliers Database (CSD) with a valid CSD number.
• Proof of a valid Letter of Good Standing from the Compensation Fund.
• Minimum CIDB grading of 1GB, with proof submitted at the closing date.
• Capability to mobilize resources promptly and adhere to the project timeline, including managing health and safety standards and quality control.
