Objectives

The primary objective of this tender is to procure services for the annual servicing, refilling, pressure testing, and new supply of fire extinguishers, hose reels, and fire hydrants within the Rand West City Municipality. The aim is to ensure that fire safety equipment is maintained in good working order, compliant with safety standards, and readily available for emergency use.

Scope

The scope of work includes:

• Complete servicing of fire hose reels and fire extinguishers, including refilling and pressure testing.
• Provision of new fire extinguishers where required.
• Transportation of equipment between various municipal locations using the service provider’s own transport.
• Inspection and maintenance of fire hydrants and hose reels as part of the annual service cycle.

The service covers multiple locations within the municipality, such as municipal buildings, parks, libraries, and other facilities listed in the specifications.

Technical Requirements

The technical requirements include:

• Servicing of fire extinguishers (including refilling and pressure testing) and fire hose reels.
• Provision of new fire extinguishers compliant with safety standards.
• Use of approved and certified equipment, including proof of accreditation with SAQCC and SABS permits.
• Adherence to the latest General and Special Conditions of Contract.
• Evaluation of local production content as per DTI minimum thresholds where applicable.
• Submission of audited financial statements for bids exceeding R10 million.
• Provision of municipal accounts or lease agreements for all directors to verify municipal compliance.

Skills and Qualification Requirements

Applicants must demonstrate:

• Valid certification and accreditation with SAQCC and SABS for fire safety equipment.
• Proof of good standing with Workman's Compensation (COIDA).
• Experience in servicing and refilling fire extinguishers and related equipment.
• Ability to transport equipment across multiple locations within the municipality.
• Submission of completed MBD forms (MBD 4, 6.1, 8, and 9).
• Provision of company registration documents and ID copies of managing directors.
• Compliance with BBBEE requirements, demonstrating at least 51% black and female ownership to claim specific goal points.
