Objectives

The primary objective of this tender is to procure refill gas for 2x 11.5kg oxygen cylinders, refill gas for 2x 8kg acetylene and oxygen cylinders, and to provide rental services for these cylinders over an 11-month period. The aim is to ensure a reliable supply of gases and associated cylinder rental services to meet the needs of the City of uMhlathuze.

Scope

The scope includes:

• Refilling and supplying 2x 11.5kg oxygen cylinders.
• Refilling and supplying 2x 8kg acetylene cylinders.
• Providing rental services for the cylinders for a period of 11 months.
• Delivery and collection at specified locations within the municipality.

Technical Requirements

The technical requirements specify that:

• Suppliers must supply refill gases for the specified cylinders (oxygen and acetylene).
• The gases must meet relevant safety and quality standards.
• Cylinder rental services must be provided for the duration of 11 months.
• All alterations to quotations must be signed by the bidder.
• Suppliers must be registered with the Central Suppliers Database (CSD) and provide a valid CSD number.
• A Letter of Good Standing must be submitted.
• Suppliers must be registered with the Municipal Council Database.

Skills and Qualification Requirements

Bidder qualifications include:

• Registration with the Central Suppliers Database (CSD).
• Provision of a Letter of Good Standing from relevant authorities.
• Compliance with statutory requirements related to gas safety and handling.
• Completion of RFQ forms in black ink, with all alterations signed.
• Submission of all compulsory documents as per the checklist, including tax compliance certificates and relevant certifications.
• Understanding of municipal procurement policies and preferential procurement points system.
