Objectives

The primary objective of this tender is to solicit quotations for the refurbishment of Chief Albert Flats, specifically the renovation of seven units. The project aims to upgrade and repair various aspects of the flats, including walls, floors, ceilings, doors, windows, electrical fittings, plumbing, and surface preparations, ensuring safety and quality standards are met.

Scope

The scope of work encompasses the following key activities:

• Wall, Floor, and Ceiling Preparation and Painting: Painting walls and ceilings, patching, sanding, and repairing damaged flooring.
• Door Repairs and Replacements: Replacing broken doors, repairing frames and hinges, installing hardware.
• Window Services: Repair or replace window panes, frames, hinges, locks, and handles.
• Electrical Installations: Installing/replacing lights, switches, outlets, inspecting wiring.
• Geyser Maintenance: Repair, replacement, servicing, and leak fixing.
• Plumbing Services: Fixing leaks, installing fixtures, unclogging drains.
• Cleaning and Surface Preparation: Removing debris, old paint, and dust.

The work must adhere to safety standards, including scaffolding, PPE, site safety zones, and rubble removal.

Technical Requirements

The technical requirements for the tender include:

• Site Attendance: Mandatory site meeting scheduled for 22 September 2025 at 10:00 at Esikhaleni Flats; Chief Albert. Attendance is compulsory for all bidders.
• Documentation: Bidders must provide valid statutory certificates, including a Good Standing Certificate with the Workmen’s Compensation Commissioner, Tax Clearance Certificate, and relevant statutory licenses.
• Insurance and Safety: Contractors must have valid insurance coverage for the duration of the project, submit a Safe Work Procedure (SWP) for approval, and ensure all workers are trained and equipped with PPE.
• Work Procedures: High scaffolding work, safety standards, site safety zones, rubble removal, and site cleanliness are mandatory.
• Measurement and Inspection: Final measurements will be taken on-site by municipal officials before invoicing.
• Contract Conditions: Quotation submissions must be sealed, inclusive of VAT, signed, and submitted before the deadline (26 September 2025 at 12:00). Price increases post-submission will not be approved.
• Penalties and Payment: Penalties of R500 per day for delays, with payments made 30 days after invoice approval.
• Compliance: Vendors must comply with the City of uMhlathuze’s Preferential Procurement Policy, be registered on the Central Suppliers Database (CSD), and submit all required certifications and declarations.
