Objectives

The primary objective of this tender is the removal of illegal and/or unauthorized outdoor advertising signage within the City of Umhlathuze. The work aims to ensure compliance with the Outdoor Advertising Signs Bylaw by removing illegal signs on municipal property over a period of 10 months.

Scope

The scope of work includes:

• Removal of illegal outdoor advertising signage across designated areas within the municipal boundaries.
• Specific removal activities for various sign types such as billboards, posters, estate agent boards, portable/collapsible boards, banners, ground signs, trailers, and parked advertising vehicles.
• The work is to be carried out over a 10-month period, with specific sign types and quantities outlined for different areas (e.g., Richards Bay, Nseleni, Mzingazi, Esikhaleni, Mandlazini, Empangeni, Ngwelezane, Vulindlela, Feliston).
• Storage of removed signs for 60 days unless instructed otherwise.

Technical Requirements

The technical requirements include:

• Removal of illegal signage in accordance with the Outdoor Advertising Signs Bylaw and relevant legislation.
• All work must be performed professionally, using materials of the best quality, suitable for local atmospheric conditions.
• All signage to be stored securely for 60 days post-removal, with proof of storage provided.
• Signage removal must be executed promptly upon instruction, especially in emergencies, within the same day or within three days if possible.
• Contractors must provide public liability insurance of at least R500,000 per occurrence.
• All alterations to quotations must be signed by the bidder; price changes without signatures will disqualify the bid.
• Work must comply with Occupational Health and Safety regulations and other applicable legislation.
• All signage to be removed must be stored in batches according to type and area, with proof of storage provided.

Skills Requirements

The successful contractor must demonstrate:

• Registration with the Central Suppliers Database (CSD) and Municipal Council Database.
• Provision of a Letter of Good Standing from the Compensation Fund.
• Ability to perform signage removal efficiently and within the specified timeframe.
• Capability to provide public liability insurance and adhere to safety standards.
• Experience in handling outdoor signage removal and storage.
• Compliance with occupational health and safety regulations.
• Ability to supply all required documentation, including signed quotations, tax compliance certificates, and proof of relevant insurances.
