Objectives

The primary objective of this tender is to engage a qualified supplier to comprehensively refurbish, repair, and service a Mersino mobile pump for the City of uMhlathuze. The project aims to restore full operational functionality, ensure structural and mechanical integrity, and guarantee compliance with municipal safety and quality standards within a defined project timeline.

Scope of Work

The contract encompasses a complete mechanical and electrical refurbishment, structured into phased targets to facilitate costed adjudication and focused execution. Key deliverables include:

• Replacement of tyres and repair of axles.
• Inspection and repair of the towing mechanism, including braking and electrical systems.
• Supply and installation of new inlet piping (20 metres) and outlet piping (10 metres) with compatible clamp fittings.
• Application of corrosion protection and repainting of the tank.
• Installation of bold, clear signage, final on-site testing, commissioning, and formal handover.

All major repairs will be executed off-site at the supplier’s workshop, followed by on-site testing and equipment return. The municipality retains the right to conduct random quality inspections throughout the project lifecycle.

Technical Requirements

Bidders must submit a comprehensive documentation package alongside their quotation. Mandatory submissions include a detailed cost breakdown, proposed project schedule, execution method statement, baseline risk assessment, and a list of any subcontractors. Prior to work commencement, contractors must provide occupational health and safety legal appointments, a detailed task method statement, rigging and crane studies, employee competency records, a site file, and a quality control plan. All piping fittings must be galvanized, and strict adherence to municipal safety protocols is mandatory. Any price modifications must be explicitly signed by the bidder; unsigned alterations will result in immediate disqualification.

Skills Requirements

The successful contractor must deploy highly qualified mechanical and electrical technicians capable of performing complex pump refurbishment, hydraulic system repairs, and towing mechanism overhauls. Personnel must demonstrate documented technical competencies, possess the ability to manage off-site fabrication and on-site commissioning, and maintain strict compliance with national occupational health and safety legislation. Supervisory staff must coordinate closely with municipal representatives across all project phases to mitigate delays and ensure quality assurance.

• CSD (Central Suppliers Database): A mandatory national registry where suppliers must register to qualify for public sector procurement opportunities.
• CIDB 1 M.E.: A contractor grading classification indicating eligibility for small-scale mechanical and electrical construction works.
• MBD Forms: Standard Municipal Bid Documents used to verify compliance, declare conflicts of interest, and certify independent bidding practices.
• Preferential Procurement (80:20 System): A scoring methodology where 80% of evaluation points are allocated to price competitiveness, and 20% are awarded for socio-economic development goals such as black ownership, youth employment, female leadership, and disability inclusion.
• Letter of Good Standing: An official statutory certificate confirming that a supplier is compliant with tax obligations and compensation fund contributions.
