Objectives

The primary objective of this tender is to replace rotten LV poles, transfer connections, and replace transformer structures in Ngwelezana and DMV areas within the specified timeframe, culminating in completion by 12 August 2026.

Scope

The scope of work includes:

• Replacing approximately 50 rotten LV overhead poles in Ngwelezana and Umhlathuze village.
• Transferring electrical connections immediately after pole installation.
• Neatly reconnecting and strapping cables to the new poles, using bend straps and protective pipes.
• Installing anti-climbing devices on transformer poles (to be purchased by the service provider).
• Earthing transformer structures with insulated copper wire and earth spikes.
• Installing BIL wire on MV poles and ensuring proper earthing.
• Replacing pole boxes in poor condition.
• Ensuring all tools and equipment are safe and in good working condition.
• Renewing jumpers, IPCs, connections, and replacing breakers that are not in good condition.
• Carrying out supply isolation as per council official instructions.

Technical Requirements

The technical requirements for this project include:

• Labelling and replacing poles accurately.
• Immediate transfer of connections post-pole planting.
• Proper reconnection and securing of cables with straps and protective piping.
• Installation of anti-climbing devices on transformer poles.
• Earthing of transformer structures using insulated copper wire and earth spikes.
• Installation of BIL wire on MV poles with correct earthing standards.
• Replacement of pole boxes in poor condition.
• Ensuring all tools and equipment are safe and compliant.
• Renewal of jumpers, IPCs, connections, and breakers as needed.
• Isolation of supply to be performed by council officials.

Skills Requirements

The skills and qualifications required for bidders include:

• Registration with the Central Suppliers Database (CSD) with a valid CSD number.
• Provision of a Letter of Good Standing for electrical works.
• Registration with the Municipal Council Database.
• Possession of CIDB grading of EP1 or above.
• Certification as an Electrical Contractor by the Department of Labour.
• Compliance with SHE (Safety, Health, and Environment) risk management requirements, including submission of SHE files.
• Ability to supply and install electrical components safely and effectively, with qualified personnel.
• Experience in electrical infrastructure replacement and maintenance projects.
