Objectives

The primary objective is to deliver comprehensive structural maintenance, refurbishment, and painting works at the Alton Macerator facility for the City of uMhlathuze. The project aims to restore deteriorated internal and external building components, replace damaged sanitary and tiling installations, upgrade security and access features, and ensure full compliance with municipal quality, safety, and environmental standards within a strict four-week timeframe.

Scope of Work

• Preliminary & General: Provide all supervision, labour, equipment, materials, transport, and safety measures. Establish the site, protect existing infrastructure, maintain housekeeping, and dispose of construction waste at approved facilities.
• Alteration Works: Strip existing interior/exterior paint, remove fixtures, tiles, sanitary fittings, electrical components, doors, and locks. Relocate geysers, clean and chemically treat surfaces, clear gutters and drainage, plaster beam cracks, and prepare all areas for new installations.
• New Installations: Supply and install grey matt ceramic floor, wall, and mosaic tiles with matching skirting. Install new sanitary fixtures including wall-hung basins, front-flush toilet suites, shower sets, dispensers, and mirrors.
• Painting & Finishing: Apply interior and exterior emulsion paints, weatherproof coatings for exposed concrete, and varnish for timber doors, ensuring uniform finishes free from defects.
• Carpentry & External Works: Supply and fit a standard door with lockset. Install galvanised mesh wire fencing, perform site clearance, grass cutting, and vegetation management around the perimeter.
• Provisional Sums: Manage allocated budgets for unforeseen electrical remedial works and additional plumbing modifications, including system testing, commissioning, and certification.

Technical Requirements

• Standards & Compliance: All materials, workmanship, and finishes must comply with the latest South African National Standards (SANS) and municipal specifications. Paint applications must meet specific durability, acrylic base, and mould-resistance criteria.
• Safety & Environmental: Full compliance with the Occupational Health and Safety Act is mandatory. Contractors must submit a complete OHS file, undergo safety induction, and obtain scaffolding certificates where applicable. Burying discarded material is strictly prohibited.
• Site Management: Formal site handover by the Project Leader is required before commencement. All materials must be inspected and approved prior to installation. Work hours are Monday to Friday, 07:00 to 16:30, unless otherwise authorised.
• Contract Duration & Penalties: The contract period is four weeks. A daily penalty of R500 applies for each day or part thereof beyond the completion date.
• Documentation & Registration: Suppliers must hold a minimum CIDB grading of 1GB, be registered on the Central Suppliers Database (CSD), possess a valid Tax Clearance Certificate, and provide a Letter of Good Standing from the Compensation Fund. Municipal registration and preferential procurement point claims are also required.

Skills & Certification Requirements

• Valid trade test certificates and qualification documents for painters, plumbers, and electrical engineers.
• Certified scaffolding erection qualifications.
• Up-to-date medical fitness certificates for all appointed personnel.
• Statutory body certifications for specialised trades, particularly electrical and plumbing works.
• Submission of detailed CVs demonstrating relevant experience for key roles.

Notes on Unusual or Complicated Terms

• Provisional Sums: Pre-approved budget allocations (R15,000 for electrical and R10,000 for plumbing) intended for works where exact scopes cannot be fully defined at tender stage. The contractor manages these funds, executes necessary remedial tasks, and adds a 5% handling fee. Final payment requires verified completion and compliance certificates.
• CIDB Grading 1GB: The lowest tier in the Construction Industry Development Board classification, specifically designated for low-value contracts (under R300,000). It verifies basic capability in civil and building works.
• OHS File & Induction: A mandatory safety dossier containing risk assessments, method statements, and employee health records. Failure to submit this or attend the compulsory induction results in immediate contract termination.
