Objectives

The primary objective of this tender is to procure supply and delivery of lamp posts for the City of uMhlathuze, ensuring the provision of durable, compliant, and properly manufactured street lighting poles in accordance with specified standards and technical requirements.

Scope

The scope of the tender includes:

• Supply and delivery of galvanized steel lamp posts as per detailed specifications.
• Fabrication of poles with specific length, wall thickness, and galvanizing standards.
• Inclusion of steel ground sleeves, access holes, cable entry points, and associated accessories.
• Compliance with relevant standards such as SANS/ISO 9002, SANS 10160, SANS 121, SANS 1719, SANS 1098, SANS 1088, and BSS 1840.
• Delivery to specified address within the stipulated lead time.

Technical Requirements

The technical specifications for the lamp posts are as follows:

• Design for a basic wind pressure of 515 Pa (Terrain Category 3, Class B).
• Wind surface area of 0.2 m² and a safety factor of at least 2.5.
• Pole length as specified in Annexure A.
• Steel ground sleeve of minimum 600 mm length with 6 mm wall thickness, welded or forged to the pole.
• Fabrication as a single or stepped tapered tubular unit from steel ≥ 4 mm thickness, without reducers, only swaging process.
• Hot dip galvanizing according to SANS 121, ensuring surface integrity before and after galvanizing.
• Installation of a 40 mm wide flat plate inside the bottom of the pole.
• Welding must be CO².
• Provision of 2 x 100 mm diameter cable entry holes 1 meter below ground level, and access holes (90 mm x 235 mm) 1 meter above ground level, cut out by plasma arc before galvanizing.
• Recessed steel cover plates with neoprene seal, fitted with tamper-proof screws, interchangeable, and fitted flush with the pole.
• Maximum 1 mm gap between cover plate and pole sides.
• Inside access holes fitted with a 50 mm galvanized DIN rail and a 10 mm stainless steel earth stud with nuts and washers.

Skills and Skills Requirements

The tender requires suppliers to demonstrate:

• Registration with the Central Suppliers Database (CSD), including supply of CSD number.
• Provision of a Letter of Good Standing from the Compensation Fund.
• Ability to complete RFQ forms in black ink, sign alterations, and submit all compulsory documentation.
• Technical capability to manufacture poles according to detailed specifications, including galvanizing, welding, and fabrication standards.
• Experience in delivering similar steel pole projects adhering to relevant standards and safety factors.
• Compliance with statutory requirements such as tax certificates, SHE risk management, and other legal documentation.
• Understanding of quality assurance standards (SANS/ISO 9002) and relevant specifications for street lighting equipment.
