Objectives

The primary objective of this tender is to solicit bids for the supply and delivery of assets related to Mandela Day 2026 in Parow/Milnerton. The aim is to procure goods/services that meet the specified requirements, promote transformation and empowerment, and ensure compliance with applicable procurement policies.

Scope

The scope encompasses the entire range of work, goods, and services necessary for the Mandela Day 2026 project in the specified locations. The SANPC reserves the right to negotiate with bidders before or after award and to select suppliers based on cost, developmental considerations, or specific goals. The scope also includes registration on the Central Supplier Database (CSD), submission of necessary documentation, and adherence to technical and compliance standards.

Technical Requirements

• Provision of goods/services as specified in the tender documentation.
• Compliance with the minimum thresholds for technical/functionality evaluation.
• Submission of valid BBBEE certificates or sworn affidavits to qualify for preference points.
• Adherence to the evaluation criteria, including responsiveness, functionality, and price.
• Provision of supporting evidence for claims related to transformation and empowerment goals.
• Completion of all required forms, including the SBD 1, SBD 4, SBD 8, and SBD 9 declarations.
• Registration on the CSD prior to bid submission (except for foreign suppliers without local entities).

Skills and Competency Requirements

• Ability to demonstrate compliance with supply chain management practices and anti-collusion measures.
• Capability to provide evidence of past performance and adherence to contractual obligations.
• Knowledge of relevant legislation, including the Public Finance Management Act and Preferential Procurement Regulations.
• Experience in delivering similar assets or services within stipulated timelines and quality standards.
• Capacity to complete and submit all required documentation accurately and timely.
• Understanding of transformation and empowerment policies, including BBBEE compliance.
• Technical expertise relevant to the scope of work, including logistics, asset management, or related fields.
