Objectives

The primary objective of this tender is to supply and deliver R1 Road Sign Speed 0-60 km/h, ensuring compliance with relevant standards and specifications. The project aims to provide accurate, durable, and compliant road signage to enhance traffic management within the City of uMhlathuze.

Scope

The scope includes the supply and delivery of:

• 200 units of R1 Road Signs indicating speed 0-60 km/h
• Manufacture of signs using approved reflective sheeting and materials
• Compliance with South African Road Traffic Signs Manual, SANS 1519-1, and SANS 1519-2 standards
• Signs to be manufactured from SABS approved reflective sheeting with a warranty of 10 years
• Signs to include galvanized steel plates and unistrut for mounting

The delivery location is the Supply Chain Management Unit at End of Betastraal, Alton, Richards Bay, with a deadline of 26 January 2026.

Technical Requirements

The technical specifications include:

• Signs manufactured from SABS approved reflective sheeting with clear watermark, class, and warranty details
• Retro-reflective material must be cube corner prismatic optics encapsulated by a transparent plastic film
• Material must meet SANS 1519-1 standards for Class III sheeting
• Signs must be mounted on galvanized steel plates to prevent buckling under wind load
• All signs must be produced with manufacturer’s name, trademark, and date of manufacture
• Suppliers must provide SABS test certificates confirming compliance with standards

Skills and Qualification Requirements

Suppliers must meet the following criteria:

• Registration with the Central Suppliers Database (CSD); supplier must provide CSD number
• Provision of a Letter of Good Standing
• Manufacturers/suppliers must supply signs manufactured from approved reflective sheeting
• Completion of RFQ forms in black ink; all alterations must be signed
• Compliance with statutory requirements, including VAT and customs levies
• Suppliers should be registered with the Municipal Council Database (forms available on the municipal website)
• Ability to produce signs that conform to technical standards and pass SABS testing
