Objectives

The primary objective of this Request for Quotation (RFQ) is to secure competitive quotations for the manufacturing, supply, and timely delivery of standardized road signs and their supporting structures to the City of uMhlathuze, ensuring compliance with national traffic safety regulations.

Scope of Work

The contract encompasses the production and delivery of six specific road sign categories, each paired with galvanized unistrut mounting systems. The required quantities are:

• W204 (900 Sharp Curve Right): 80 units
• W205 (900 Sharp Curve Left): 80 units
• W212 (900 Two Way Traffic): 30 units
• W218 (900 Concealed Driveway from Both Sides): 40 units
• W217 (900 Concealed Driveway from Left): 40 units
• W216 (900 Concealed Driveway from Right): 40 units

All goods must be delivered to the designated municipal logistics facility. The municipality reserves the right to request physical samples prior to finalizing the purchase order.

Technical Requirements

Suppliers must demonstrate strict adherence to engineering, material, and safety standards:

• Full compliance with the South African Road Traffic Signs Manual, SANS 1519-1, and SANS 1519-2.
• Retro-reflective sheeting must be SABS-approved, Class III grade, utilizing cube corner prismatic optics encapsulated in a flexible transparent plastic film with a smooth outer surface.
• Material must maintain optimal reflectivity at wide angles regardless of substrate orientation.
• Each sheeting roll must bear a visible watermark displaying the manufacturer’s name, classification, and a minimum 10-year warranty.
• Sign faces must be fabricated from galvanized steel plates with structural reinforcements to prevent wind-induced buckling.
• Application must utilize grade cast vinyl with permanently curing adhesive.
• Bidders must submit valid SABS test reports, certificates, or official manufacturer letters confirming compliance with SANS 1519-1 Class III standards.

Skills and Compliance Requirements

Evaluation is contingent upon meeting mandatory administrative, financial, and legal thresholds:

• Mandatory registration with the Central Suppliers Database (CSD) and the Municipal Council Database.
• Submission of a valid Tax Compliance Certificate and Letter of Good Standing.
• Completion of all statutory municipal bidding declarations, including MBD 4 (Declaration of Interest), MBD 8 (Past Supply Chain Management Practices), and MBD 9 (Certificate of Independent Bid Determination).
• Provision of a comprehensive SHE (Safety, Health, and Environment) Risk Management file.
• Strict documentation protocols: quotations must be completed in black ink, and any price modifications must be manually initialed by the bidder; unsigned alterations trigger automatic disqualification.
• Ability to substantiate preferential procurement claims with certified proof of ownership, management structure, and demographic compliance targets.
