Objectives

The primary objective of this tender is to solicit bids for the supply and delivery of storeroom materials to SANPC Saldanha OPC. The goal is to ensure the procurement of necessary materials through a competitive process, promoting transparency, fairness, and empowerment in line with SANPC’s supply chain policies.

Scope

The scope encompasses the supply and delivery of storeroom materials as specified in the tender documentation. SANPC reserves the right to negotiate with bidders before or after award and to select suppliers based on responsiveness, technical capability, price, and B-BBEE status. The contract duration and detailed requirements are outlined in the tender documents, including compliance with relevant regulations and policies.

Technical Requirements

• Compliance with all specifications and conditions outlined in the tender documentation.
• Pass the administrative and substantive responsiveness tests during evaluation.
• Meet minimum technical or functionality thresholds as specified.
• Provide valid B-BBEE certificates or sworn affidavits to claim preference points.
• Register on the Central Supplier Database (CSD) unless foreign supplier with no local entity.
• Complete all required forms, including the SBD1, SBD4, and SBD8, and declarations of interest and past supply chain practices.
• Adhere to the evaluation criteria, including price and specific goals, with the evaluation weighted accordingly (e.g., 80/20 or 90/10 systems).
• Ensure the bid is valid for at least 60 days from the closing date.

Skills Requirements

• Ability to prepare comprehensive and compliant bid submissions, including all necessary documentation.
• Understanding of procurement policies, including B-BBEE and tax compliance regulations.
• Experience in supply chain management and logistics related to storeroom materials.
• Capability to engage in negotiations and respond to technical and administrative queries during the evaluation process.
• Knowledge of South African supply chain legislation and the importance of transparency and anti-collusion measures.
• Proficiency in completing legal and compliance declarations accurately and thoroughly.
