Objectives

The primary objective is to procure and deliver standardized locking and labelling equipment to support municipal operational, safety, and asset management requirements. The procurement seeks to secure cost-effective solutions while enforcing strict compliance with municipal supply chain regulations, quality assurance protocols, and national transformation mandates.

Scope of Work

The successful supplier will be responsible for manufacturing, assembling, and delivering the following items to the designated municipal facility:

• Twenty (20) Viro 40mm padlocks with standard (20mm) shackles
• Twenty (20) Viro 40mm padlocks with medium (40mm) shackles
• Twenty (20) Viro 40mm padlocks with long (64mm) shackles
• Twenty (20) 19mm splitrings
• Twenty (20) double-sided isolation tags

All padlocks must be supplied with custom vinyl covers containing specified informational details. Delivery coordination and lead times will be finalized upon contract award.

Technical Requirements

• Sample Evaluation: A complete physical sample (padlock, vinyl cover, and accessories) must be submitted and formally approved by the municipality prior to contract appointment.
• Submission Standards: Quotations must be completed in black ink. Any alterations, additions, or price adjustments require explicit bidder signatures; unsigned modifications will result in immediate disqualification.
• Statutory Compliance: Mandatory registration on the Central Suppliers Database (CSD), submission of a valid Letter of Good Standing, and a current Tax Compliance Certificate. Standard municipal bid declaration forms covering independence, past performance, and conflict of interest are compulsory.
• Quality & Packaging: Items must meet original manufacturer specifications for durability and safety. Vinyl covers must be securely fitted, weather-resistant, and clearly legible.

This tender involves the supply of standardized goods rather than complex professional services. No specialized engineering or technical certifications are required. Bidders must demonstrate:

• Competent logistics and inventory management to ensure timely delivery
• Ability to accurately interpret municipal specifications and assemble customized padlock packages
• Proficiency in preparing fully compliant bid submissions, including preferential procurement claims and statutory declarations
• Basic administrative capability to maintain procurement records and liaise with municipal supply chain units
