Objectives

The primary objective is to procure and deliver a specified quantity of industrial and electrical maintenance tools to the City of uMhlathuze. The municipality aims to secure competitive, transparent pricing while ensuring strict compliance with public procurement regulations, accurate documentation, and timely delivery by the stipulated deadline.

Scope

The contract covers the supply and delivery of four categories of tools to the Supply Chain Management Unit in Richards Bay. The procurement falls under the simplified threshold of less than R300,000 (including VAT). Key parameters include:

• Delivery Deadline: All items must be delivered by 16 September 2026.
• Pricing Structure: Quotations must state unit and total prices excluding VAT. VAT and applicable customs/excise levies will be added separately. No price increases are permitted after submission.
• Alterations Policy: Any modifications to quoted prices must be manually signed by the bidder; unsigned changes result in immediate disqualification.

Technical Requirements

Bidders must supply new, compliant tools meeting the following specifications:

• Lever Hoist (Qty: 6): 0.75-tonne capacity, single fall of load chain, 6.3mm chain diameter, approximately 6.6kg net weight.
• Telescopic Link Stick (Qty: 5): Seven-section design extending to 9.18m (30ft), rated for 1–132kV, featuring a rubber hook latch, stability base cap, triangular operational design, interchangeable sections, and a heavy-duty carry bag.
• Heavy-Duty Crimping Tool (Qty: 1): 18V lithium-ion powered, capable of approximately 60 crimps per charge at 50mm², 12.7-ton die force, 180° rotating head, 32mm C-head opening, compatible with dies ranging from 16–400mm². Must include a carry case, two batteries, and an AC charger.
• 1000V Insulation Tester (Qty: 3): Analogue type with taut band movement, auto-discharge function, colour-coded scale, live circuit indication, and AC voltage measurement. Must include a heavy-duty carry case and a conformance certificate.

Skills Requirements

No specialised labour, installation, or commissioning services are required. The tender focuses exclusively on the supply and delivery of goods. However, bidders must demonstrate:

• Proven logistical capability to source and deliver industrial electrical tools within the stipulated timeframe.
• Competence in preparing municipal-compliant quotation documents, including strict adherence to formatting rules (e.g., black ink only, proper signing of alterations).
• Ability to provide valid manufacturer or supplier certificates of conformity where specified.

Key Compliance & Administrative Notes

The tender incorporates several standard South African municipal procurement requirements that bidders must understand and fulfill:

• CSD Registration: All suppliers must be registered on the Central Suppliers Database (CSD). Unregistered entities will not be evaluated.
• Preferential Procurement (80:20 System): Evaluation uses an 80% price-based and 20% preference-based scoring model. Preference points are awarded for Broad-Based Black Economic Empowerment (B-BBEE) criteria, including ownership by black individuals, women, youth, disabled persons, and residents of rural areas/townships. Proof of claimed points must be attached.
• MBD Declarations: Bidders must complete Municipal Bid Documents (MBD 4, MBD 8, and MBD 9) to declare conflicts of interest, past supply chain misconduct, and independent bid determination. These ensure transparency and prevent collusion among competitors.
• Tax & Compliance Certificates: A valid Tax Compliance Certificate and Letter of Good Standing from the Compensation Fund are mandatory. Failure to submit these results in disqualification.
• Documentation Integrity: Quotations must be completed in black ink. Pencil submissions are invalid. All pages requiring signatures must be properly executed, and unstamped documents will be rejected.
