• Payment terms: Settlement within 30 days of receiving a valid tax invoice following successful delivery.

• Mandatory registration on the Central Supplier Database (CSD) for all local entities.
• Active Tax Compliance Status verified through the South African Revenue Service (SARS).
• Valid Broad-Based Black Economic Empowerment (B-BBEE) documentation (certificate or sworn affidavit).
• Board resolution or proof of authority authorizing the signatory to bind the company to the contract.
• Submission of statutory declarations covering conflict of interest, historical supply chain conduct, and independent bid determination.

Key Terms and Unusual Requirements

PPPFA Preference Point System (80/20): Evaluations follow a weighted scoring model. Eighty percent of points are awarded based on price competitiveness, while twenty percent are allocated for specific transformation goals: 10 points for enterprises that are 51% or more black-owned, and 10 points for Emerging Market Enterprises (EMEs) or Qualifying Small Enterprises (QSEs).

IP67 Enclosure Rating: Indicates the valve housing is completely dust-tight and can withstand temporary immersion in water up to 1 meter deep for 30 minutes without damage, ensuring reliability in harsh coastal or industrial conditions.

CSD Registration: A mandatory national registry administered by National Treasury. Local suppliers must register here to verify key business details; failure to register results in immediate disqualification.

Unconditional Discount Policy: Any price reductions offered must be applied automatically and cannot be conditional on volume, payment terms, or future contracts. Only unconditional discounts are considered during evaluation.

Post-Tender Negotiations: SANPC retains discretionary rights to engage in negotiations with shortlisted bidders either before or after contract award to optimize value or clarify terms.
