Objectives

The primary objective is to procure and deliver 120 units of 2-volt, 100 amp-hour industrial batteries to the City of uMhlathuze. The procurement aims to secure reliable power infrastructure components at competitive rates while ensuring strict adherence to municipal supply chain management regulations, quality standards, and delivery timelines.

Scope

The scope covers the complete supply, packaging, and delivery of 120 batteries to the designated municipal logistics facility in Richards Bay. The contract operates under a simplified procurement threshold (below R300,000 inclusive of VAT). Quotations must clearly state unit prices, subtotals, VAT, and grand totals. Administrative compliance is strictly enforced: submissions must be completed in black ink, fully signed, and any alterations to pricing or specifications must be manually countersigned by the bidder. Late, unsigned, or incomplete submissions will be automatically invalidated.

Technical Requirements

Bidders must supply batteries equivalent to or exceeding the HZY2-100 model, meeting the following specifications:

• Electrical & Performance: 2V nominal voltage, 100Ah capacity, 15-year design life, operating temperature range of -20°C to 50°C.
• Construction Materials: Calcium/tin lead alloy grid, flat pasted plates, microporous duroplastic separator, very high purity lead active material, ABS case and cover.
• Charging & Electrolyte: Float voltage 2.27–2.30 VPC @20°C; cycling 2.41 VPC @20°C; maximum 2.7 VPC with 3.5% ripple limit. Electrolyte must be analytical grade pure sulphuric acid.
• Safety & Hardware: EPDM rubber venting valve (1.5–2 psi release pressure, reseals at 1 psi), epoxy-sealed terminals using extended mechanical paths, torque setting of 7–10 Nm, and provision of insulated cables/connectors.
• Documentation: A manufacturer’s data sheet must be attached to the quotation to prevent disqualification.

Skills Requirements

No specialized engineering or technical certifications are mandated. The requirement focuses on commercial logistics, inventory fulfillment, and regulatory compliance. Suppliers must possess the administrative capability to navigate South African public procurement frameworks, including:

• Central Supplier Database (CSD) Registration: A mandatory national registry used by government entities to verify supplier legitimacy, tax compliance, and business status. Non-registration results in automatic disqualification.
• Municipal Bid Document (MBD) Compliance: Standardized statutory forms (MBD 4, 8, and 9) that require bidders to declare conflicts of interest, confirm independent bidding without collusion, and attest to past performance and financial standing.
• 80:20 Preferential Procurement System: A scoring methodology where 80% of evaluation points are awarded based on price competitiveness, and 20% are allocated for socio-economic transformation goals (e.g., historically disadvantaged ownership, youth/women/disabled empowerment, and rural township enterprise development). Proof of claimed demographics must be submitted alongside the bid.
