Objectives

The primary objective of this tender is to procure supply and delivery of Bitumen Stable 60, ensuring timely and compliant procurement for the City of uMhlathuze. The process aims to select qualified suppliers who can meet the specified technical and administrative requirements, ensuring quality, compliance, and value for money.

Scope

The scope of the tender includes:

• Supply and delivery of 200 litres drums of Bitumen Stable 60.
• Delivery to the Supply Chain Management Unit at the specified address: End of Betastraal, Alton, Richards Bay.
• Adherence to the stipulated delivery period and conditions outlined in the RFQ.

Technical Requirements

The technical requirements specify that suppliers must:

• Supply 200 litres drums of Bitumen Stable 60.
• Ensure the product complies with relevant standards and specifications for Bitumen Stable 60.
• Attend a compulsory site meeting (if applicable) and adhere to site-specific instructions.
• Provide all necessary documentation, including certificates of quality and compliance.

Skills and Qualification Requirements

Suppliers must demonstrate the following skills and qualifications:

• Registration with the Central Suppliers Database (CSD); supply of CSD number is mandatory.
• Provision of a valid Letter of Good Standing from the Compensation Fund.
• Completion of RFQ forms in black ink; signatures on all alterations and the quotation are mandatory.
• Possession of relevant certifications, such as SHE Risk Management documentation, health certificates (if applicable), and other statutory compliance documents.
• Registration with the Municipal Council Database.
• Ability to meet delivery deadlines and provide competitive pricing.
• Compliance with preferential procurement points criteria, including ownership and management by South Africans, rural and township ownership, and other socio-economic targets.
