Objectives

The City of uMhlathuze seeks to procure and deliver essential construction materials to support municipal infrastructure maintenance and development. The primary objectives are to secure a reliable supplier capable of meeting strict quality specifications, adhering to statutory procurement regulations, fulfilling preferential transformation targets, and delivering goods within agreed lead times at competitive pricing.

Scope

The tender covers the supply and delivery of standard building materials to the municipality's central logistics unit. The total procurement value is less than R300,000 (VAT inclusive). The required items include:

• Small PVC Contact Adhesive 5lt (5 units)

No site visits or technical briefings are required. Quotations must be submitted by 10 September 2026 at 12:00.

Technical Requirements

• All quotation forms must be completed in black ink; pencil submissions will be invalidated.
• Any price amendments must be manually signed and dated by the authorized bidder representative.
• Suppliers must be actively registered on the Central Suppliers Database (CSD) and the Municipal Council Database.
• Mandatory compliance documents include a valid Tax Compliance Certificate, a Letter of Good Standing from the Compensation Fund, and completed MBD declaration forms.
• Bidders must clearly indicate unit prices, lead times, and totals excluding VAT.
• Proof of compliance with occupational health and safety standards may be required upon contract award.

• CSD Registration: The Central Suppliers Database is a mandatory national registry maintained by National Treasury. All entities supplying goods or services to the public sector must be registered here; failure to provide a valid CSD number results in automatic disqualification.
• MBD Forms: Standardized Municipal Bid Documents used to legally verify a bidder's status. They cover conflict-of-interest declarations, confirmation of no past contract defaults or corruption convictions, and certification that bids were prepared independently without collusion.
• Preferential Procurement (80:20 System): An evaluation methodology where 80 points are awarded for price competitiveness and 20 points for socio-economic transformation goals (e.g., ownership by black people, women, youth, persons with disabilities, or rural residents). Claiming these points requires attaching certified documentary proof; unverified claims receive zero points.
• Letter of Good Standing: An official certificate issued by the Compensation Fund confirming that a company has met all statutory contribution obligations related to employee work-related injury and disease compensation.
