Objectives

The primary objective of this tender is to procure and supply lock padlocks that meet specific standards for securing electrical infrastructure within the City of uMhlathuze. The locks are intended to control access to premises and equipment, ensuring standardization, security, and durability across the city's electrical network.

Scope

The scope of the tender includes:

• Supply and delivery of colour-coded padlocks suitable for master keying with key-alike facilities.
• Manufacture of padlocks from steel or laminated steel, with weather-proof and UV-resistant plastic casing.
• Padlocks must be anticorrosion, with shackles made of softer material than casehardened or stainless steel to ensure durability.
• Provision of matching hasp and staples, manufactured from mild steel, with specified size and finish.
• Compliance with relevant standards such as SANS 1533 and other referenced specifications.
• Provision of certification, detailed test reports, and samples upon request.

Technical Requirements

The technical specifications for the padlocks include:

• Suitable for master keying with key-alike facilities.
• Spring opening, self-locking shackles, with key removable in the unlocked position.
• Low-cost scrap value and a solid, one-piece case design with openings only for shackle, lock mechanism, and drainage (max 3mm diameter).
• Body made from steel or laminated steel, not brass.
• Weather-proof, UV-resistant plastic casing, colour-coded as per function.
• Must pass mechanical resistance tests outlined in SANS 1533, including resistance to tension.
• Proper packaging to protect from damage during transit, preferably colour-coded.
• Provision of certification, detailed performance and construction information, and samples if requested.

Skills and Qualification Requirements

The supplier must demonstrate:

• Registration with the Central Suppliers Database (CSD), with valid CSD number.
• Provision of a Letter of Good Standing from relevant authorities.
• Capability to deliver within 14 working days upon appointment, with the ability to produce samples for evaluation.
• Compliance with all compulsory documentation, including signed quotations, alterations, and certification.
• Technical proficiency to meet the specified standards and testing requirements.
• Experience in supplying security hardware, with evidence such as photos of proposed products.
