Objectives

The primary objective of this tender is to procure services for light improvement, specifically including the replacement and installation of floodlights, electrical work, and electric fence repairs at various locations within the City of uMhlathuze. The project aims to enhance area lighting, improve security infrastructure, and ensure compliance with safety standards by 01 June 2026.

Scope

The scope of work encompasses:

• Replacement of stolen and defective light fittings with specified types (e.g., FL 1, FL 2, FL 3, FL 4, SFL, RGB).
• Installation of additional floodlights, including cabling, mounting on concrete plinths, and protective cages.
• Repair and certification of electric fences, including stringing wires, replacing brackets, insulators, and installing warning signs, strobe lights, and other accessories.
• Construction of concrete plinths and installation of lighting fixtures.
• Electrical testing, certification, and compliance with relevant standards (SANS 10222-3, OHSACT).
• Provision of all necessary equipment, tools, and safety measures for electrical and fencing work.
• Coordination with specialist contractors for electric fence work and certification.

Technical Requirements

The technical requirements include:

• Replacement of stolen or defective light fittings with specified types (e.g., FL 1, FL 2, FL 3, FL 4, RGB, solar lights).
• Mounting of light fittings on concrete beams or plinths, fixed with rawl bolts, and protected with cages (Type C1, C2, C3).
• Installation of floodlights with specified wattages, IP ratings, surge protection, and colour temperatures.
• Provision of cabling (PVC conduits, termination boxes rated IP66, and appropriate cable sizes).
• Electrical work to comply with the Occupational Health and Safety Act (OHSACT) and SANS 10142-1 wiring code.
• Electrical testing and certification, including certificates of compliance for floodlights and electric fences.
• Construction of concrete plinths with specified dimensions and curing times.
• Installation of electric fence components: insulators, brackets, warning signs, strobe lights, batteries, energisers, and associated accessories.
• Proper labeling of all electrical fixtures and components.

Skills Requirements

The successful contractor must possess:

• Registered electrical contractors with valid accreditation and wireman’s licenses, with experience ranging from less than three years to over five years, as specified.
• Proven experience in electrical installation, maintenance, and certification, especially in outdoor lighting and security fencing projects.
• Capability to undertake civil works such as excavations, casting concrete plinths, and constructing protective cages and brackets.
• Ability to coordinate with specialist contractors for electric fence certification and compliance.
• Competence in electrical testing, fault finding, and certification in accordance with relevant standards.
• Provision of qualified personnel, including accredited electricians and electric fence specialists, with detailed CVs and copies of trade certificates.
• Ability to work safely at heights, with appropriate safety gear and adherence to safety regulations.
• Experience in project management, reporting, and documentation, including job cards, certificates of compliance, and detailed reports upon completion.
