Objectives

The primary objective of this tender is to procure external quality assessment services for the internal audit function of Elias Motsoaledi Local Municipality. The assessment aims to review the adequacy, conformance with international standards, compliance with legal and regulatory requirements, and overall effectiveness of the internal audit activities. Additionally, the project seeks to provide a final sign-off report confirming the internal audit's compliance and quality standards.

Scope

The scope of work includes:

• A comprehensive review of the internal audit function’s conformance with the Global Internal Audit Standards (GIAS).
• Assessment of the internal audit mandate, charter, strategy, methodologies, processes, risk assessment, and audit plan.
• Evaluation of compliance with applicable laws and regulations.
• Review of performance criteria, measures, and assessment results.
• Assessment of competencies, qualifications, and professional care of internal audit staff, including the chief audit executive.
• Analysis of the internal audit function’s integration into governance processes and its independence.
• Evaluation of the internal audit’s contribution to governance, risk management, control processes, and organizational objectives.
• Provision of recommendations for improving internal audit effectiveness and credibility.
• Delivery of a final sign-off assessment report.

Technical Requirements

The technical requirements include:

• Provision of reference letters demonstrating experience in internal audit quality assessments aligned with GIAS.
• Team members must have relevant experience, including at least one Certified Internal Auditor (CIA) and at least five years of audit experience.
• Team members should have performed external quality assessments previously and possess knowledge of internal audit standards and practices.
• Submission of a detailed methodology or framework for the assessment, including checklists, scoring matrices, and reporting tools.
• Development of a comprehensive project plan with milestones, deliverables, resources, dependencies, and reporting flow.
• Provision of a detailed quality assurance and improvement program (QAIP) methodology.
• Adherence to project timelines, with completion within two months from appointment.

Skills Requirements

• Certified Internal Auditor (CIA) or equivalent qualification for at least one team member.
• Minimum of five years’ experience in internal and external audit assessments.
• Experience in performing external quality assessments in line with international standards.
• Knowledge of global internal audit standards (GIAS) and leading internal audit practices.
• Ability to develop and implement assessment methodologies, checklists, and reporting tools.
• Strong project management skills to develop detailed project plans, milestones, and deliverables.
• Capacity to provide a final sign-off report based on comprehensive review and assessment.
